∎ General Functions: Under the overall supervision of the Programme Coordinator (Emergency Health) and the direct supervision of the Project Officer (MHPSS) of IOM Cox`s Bazar, Bangladesh the successful candidate will be responsible and accountable for the various technical and operational aspects of IOM MHPSS portfolio in Cox`s Bazar, according to relevant international and national guidelines and standards. The MHPSS programme includes promoting the psychosocial well-being of Rohingya and host community, by integrating MHPSS into the health response and broader humanitarian response; strengthening existing positive coping mechanisms and resilient responses that foster a more cohesive community; improving the provision of specialized services through developing a training/supervision programme in coordination with the Government and academia; and equipping partners, humanitarian workers and affected population with the capacity to provide minimum response on MHPSS as well to promote a "do no harm" approach.

Job Responsibilities:
∎ Contribute to the development of the IOM strategy in Cox's Bazar for provision of Mental Health and Psychosocial Support Services for all levels of the MHPSS pyramid of intervention as per IASC guidelines, using the community-based approach in MHPSS.
∎ Contribute to the MHPSS system strengthening at district and national levels to support Government of Bangladesh with implementation of National Mental Health Strategic Plan to ensure sustainability and alignment of IOM MHPSS programme with government strategy.
∎ Maintain effective communication and liaison with partners from government and other stakeholders on behalf of IOM MHPSS programme
∎ Identify local partners providing MHPSS services and work on building their capacity to ensure the sustainability of MHPSS services as part of IOM's policy to build the capacity of the national system.
∎ Contribute to coordination, dissemination of information, knowledge management between the national and local levels to guarantee adherence to strategic objectives.
∎ Participate in coordination forums and facilitate relevant coordination technical initiatives, including MHPSS WG in Cox's Bazar, other MHPSS subgroups and to build effective relationships with partners from humanitarian sector and government.
∎ Provide technical assistance to the national partners in scaling up MHPSS services considering the lessons learned from Cox's Bazar.
∎ Identify training needs, areas of improvement in the implementation of the activities to ensure adequate capacity building plan to IOM staff and other partner stakeholders in the priority areas of Ukhiya and Teknaf.
∎ Design and conduct formal and on-job trainings to IOM MHPSS staff and volunteers, medical staff, representatives of other sectors and government.
∎ Apply at any given time the Monitoring Evaluation and Learning (MEAL) framework developed by the MHPSS program and update and suggest modifications to qualitative and quantitative indicators.
∎ Monitor and coordinate trainings conducted under agreements with local and national academia, to guarantee the programme will involve continuous supervision and mentoring sessions of the trainees to facilitate the improvement in the provision of direct services.
∎ Provide technical guidance and facilitation on community-based approaches in MHPSS and focused mental health services through developing a training/supervision plan in coordination with the Government and academia.
∎ Coordinate follow up, refresher sessions and technical supervision for trainees to contribute to sustainability of capacity building initiatives.
∎ To maintain appropriate records/database of initiatives undertaken and collect information for further analysis and timely reporting.
∎ To conduct assessments and evaluation exercises to analyze the context and propose adaptation/expansion of IOM interventions.
∎ To perform and other duties as may be needed and assigned by Project Officer (MHPSS).

Additional Requirements:
∎ Professional chartered status in psychology is an advantage.
∎ Experience in providing coordination supervision, coaching, and mentoring to national staff and non-specialists.
∎ Experience in coordination and communication with high level government officials and MHPSS advocacy.
∎ In depth knowledge of the governmental agencies and institutions and their area of focus.
∎ Experience in providing services to displaced populations, migrants, refugees or conflict affected populations.
∎ Previous experience in conducting qualitative and quantitative academic research in the area of MHPSS is highly desirable.
∎ Experience and knowledge of UN and international agencies structures
∎ Experience in capacity building activities and curriculum development is an advantage.
∎ Operational and field experience in health-related issues of migrated and/or displaced persons, programme development, migration health, including conceptualization, analysis and implementation of programme, international public health and resource mobilization.
∎ Previous experience in international organization is an advantage.
∎ Skills in strengthening service delivery programs, performance and quality improvement and monitoring and evaluation.
∎ Skills in identifying problems and presenting possible solutions to colleagues while taking into account cultural sensitivities.
∎ Strong oral and written communication and presentations skills in English
∎ Ability to travel up to 50% time.
