BACKGROUND INFORMATION:

• Across Bangladesh, disasters are displacing people both in short term and protractedly. With increased frequency and intensity of disasters arising from climate change, displacement can also increase in future; calling for humanitarian and development intervention to avert and minimize displacement and promote durable solutions for displaced population. Government of Bangladesh has formulated the National Strategy on Internal Displacement Management, 2021 and also prepared an action plan to implement the strategy. The very first actions under the strategy and action plan are about data on displacement. Currently, data availability on displacement is limited. Efforts are ongoing by local and international actors to improve and standardize relevant efforts, but further support is needed to achieve the objective of providing appropriate information on population movement following hazards and disasters, including as they relate to climate change. Therefore, based on a pilot data collection exercise and in consultation with all relevant stakeholders, an architecture of the data ecosystem for displacement would be drafted and finalized. Local level officials would be trained on the framework and different aspects of displacement data collection to ensure, displacement related data is systematically generated, stored and utilized to inform disaster preparedness and humanitarian response. IOM would support Government of Bangladesh and all other relevant (national and local) actors in the development of an overall architecture for displacement data collection. This architecture would be based on the results of pilot data collection activities that would be conducted in selected disaster-prone areas of Bangladesh. The architecture would feed into improving awareness and technical capacities on displacement data collection at national and local level, through involvement of relevant Upazila/union actors, BBS through:

  • Developing awareness and training materials on displacement data and related work

  • Piloting training sessions with local authorities and practitioners

• Results of the entire exercise would be captured in form of a publication, disseminated through a workshop.
