Job Context:
∎ Project/Program : GFEMS - OKUP
∎ Probation Period : 3 months
∎ Job Type : Contractual - Fixed Term (until 30th April 2022)
∎ Reported to : Project Manager and OKUP Management

Job Responsibilities:
∎ Prepare project performance monitoring plans and information systems and tools to track delivery against the project targets, outcomes, and impact based on the project's MEAL (Monitoring, Evaluation, Accountability and Learning) Framework.
∎ Support the development of a SMART phone based monitoring system in collaboration with the other consortium members.
∎ Implement efficient and logical data flow systems and ensure timely gathering of project data in line with monthly, quarterly and annually set project work plans
∎ Institute data quality assessments and other data quality assurance measures to ensure data collected for the project/s are accurate and reliable
∎ Prepare MEL reports and ensure submission of the report to the line manager and the higher management team as per the donor stipulated timeline, and bi-annually as per organizational system and when necessary
∎ Ensure use of existing evidence to promote improvements, collaboration, learning, and adaption, and identify solutions to promote data-based decision making among program and technical staff, as well as project participants
∎ Develop and oversee research components related to the project as needed including working with consultants (including baseline and final evaluation) to gather data and capture learning.
∎ Work in close cooperation with project team to meet the monitoring and evaluation needs of both OKUP and the wider project consortium.
∎ Join and contribute to regular meetings with wider consortium partners and GFEMS/Norad when required.
∎ Support in training concerned staff and beneficiaries on data collection, project monitoring and evaluation
∎ Represent OKUP when and where necessary
∎ Ensure very high standards in financial and logistics management to meet accountability and transparency
∎ This list of duties and responsibilities is by no means exhaustive and the post holder may be required to undertake other relevant and appropriate duties as required

Additional Requirements:
∎ Minimum 5 years of experience in designing and implementing monitoring, evaluation, and learning (MEL) systems in the development field
∎ Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, as well as prior experience of analyzing qualitative and quantitative datasets; prior experience using SPSS, STATA, NVivo, Atlas.ti, or other equivalent packages
∎ Experience using SMART phone-based monitoring systems such as CommCare
∎ Prior experience leading, designing, managing, and/or commissioning performance and outcome evaluations and other types of research,
∎ Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
∎ Pro-activeness and leadership capacity, extrovert and ability to work with diverse team
∎ Excellent oral and written skills in English and Bangla
∎ Ability to meet deadlines and work under pressure
∎ Proven experience in accountability mechanisms including feedback and complaints mechanisms or proven understanding of accountability mechanisms.
∎ Experience monitoring migrant, anti-trafficking or modern slavery projects/programmes.
∎ Experience in adaptive management
∎ Self-motivated, proactive and target oriented
∎ Good report writing along with analytical skills
∎ Excellent problem solving skills
∎ Excellent risk management and cost control skills
∎ Self-starter, proactive, positive and target oriented

Salary: Tk. 60000 (Monthly)
