Additional Requirements:
  • Master`s degree, preferably Statistics/MSS/ Development studies/ or in a relevant subject ·      

  • At least 5 years` experience with minimum 3 years` experience in monitoring and evaluation system in livelihood support and digital technology-based projects.    

  • Proven experience in application of monitoring methods, approaches and tools.     

  • Proven experience in survey design, data collection, both of qualitative and quantitative techniques.    

  • Knowledge on application of ICT tools (Smartphone technology) to collect data is an asset.      

  • Experience with computer-based databases (MSSQL Server, MS Access, SPSS/STATA etc.) ·      

  • Advance working knowledge on software programs (MS Word, Excel, PowerPoint, ODK, KOBO, MODA,  Akvo flow etc.) and advance comprehension of spreadsheet.      

  • Experience in working with PNGO activity monitoring skills will be preferred. 

  • Excellent written and oral communication skills in English and Bangla, including writing monthly reports, and present coherent and convincing messages to different audiences.      

  • Work experience in emergency response project/ Rohingya camps preferred.    

  • Punctual and good at time management and strong relationship building skills.  

  • Understanding of protection issues facing our beneficiaries.

Responsibilities & Context:

PMEL activities of the project:

  • The Monitoring and Evaluation personnel will be responsible for designing and implementing the project`s monitoring and evaluation framework.

  • Identify KPI in line with the project Goal, Outcome, Output and planned activities mentioned in the log frame.

  • Develop monitoring and data collection tools to collect data and reporting templates to meet the requirements of the donor and LSDS.

  • Develop Indicator Performance Tracking Table (IPTT) tool to track progress through indicator-specific segregated data.

  • Ensure accountability mechanism in place for the project.

  • Able to design survey tools in digital platforms and manage collected data for the project.

  • Ensure timely collect data, analyse results, and provide insights to measure the project's progress and impact. 

    Field monitoring

  • Undertake regular field visits to monitor and check the accuracy of data collection and use of tools.

  • Regular sharing of MEAL findings with staff, and primary stakeholders, as well as MEAL reports update to the decision structures for future actions.

    Baseline, End line survey including beneficiary survey and ODM and PDM:

  • Conduct On-site distribution monitoring (ODM), Post Distribution Monitoring (PDM) using online software & knowledge exercise and share the key learning internally and externally.

  • Conduct satisfaction survey and share the report with Cordaid management and Donor.

    Project Reports:

  • Develop consolidated reports on a monthly and final, and review field data quality. 

  • Produce quality reports of the project as needed by the donor and Cordaid.

  • Collect case studies from the field for qualitative progress monitoring. 

    CFRM:

  • Work closely with project staff and provide technical guidance to functionalize the community's complaint and feedback handling mechanism.

  • Develop and update CFRM monitoring tools according to CFRM guidelines.

  • Orient new and existing CFRM tools to the staff, stakeholders and project participants to ensure the use of accountability tools at all levels in the organization.

  • Facilitate collecting community feedback, compiling and sharing with management.

  • Regular camp visit to follow up the accessibility and use accountability system by the project participants and ensure information is coming to the established complaint feedback system.

  • Supports the project’s security and risk management system through identification, communication and analysis of potential risks and security issues in the project region and related mitigation recommendations and procedures.

  • Other relevant duties assigned by the supervisor to support program implementation, including for other project output Any other duties assigned by the Project Coordinator.
