· Job Overview
The Monitoring and Market Resource Management (MRM) Officer is responsible for ensuring effective monitoring, data management, and market analysis for the project. The role focuses on collecting and analyzing both quantitative and qualitative data, tracking project performance through field monitoring, surveys (baseline, endline, ODM, PDM), and ensuring data quality for informed decision-making. The officer will also assess waste-related market systems, map value chain actors, and support market linkages and private sector engagement to promote sustainable livelihoods and circular economy approaches. Additionally, the position ensures timely, high-quality reporting, documentation of learning, and adherence to organizational integrity standards, while contributing to risk management and overall program effectiveness.
Monitoring activities of the project:
· Collecting, analyzing, and applying market-related information to understand how waste functions as a resource.
· Undertake regular field visits to monitor and check the accuracy of data collection and use of tools.
· Regular sharing of monitoring findings with staff, and primary stakeholders, as well as MRM reports update to the decision structures for future actions.
· Conduct On-site distribution monitoring (ODM), Post Distribution Monitoring (PDM) using online software & knowledge exercise and share the key learning internally and externally.
· Conduct satisfaction survey and share the report with Cordaid management and Donor.
· Develop consolidated reports on a monthly and final and review field data quality.
· Experience on data management, excel, kobo tools and designing MIS
· Produce quality reports of the project as needed by the donor and Cordaid.
· Conduct regular market assessments of recyclable materials (plastic, paper, metal, organic waste) to track demand, pricing, and value chain dynamics.
· Identify and map market actors (vendors, buyers, recyclers, private sector partners) for potential collaboration and linkage.
· Support development of market linkage strategies for project participants engaged in waste collection and recycling.
· Collect and analyze data on green jobs opportunities within the waste management and circular economy sector
· Support private sector engagement and partnerships to strengthen sustainable waste value chains.
· Highly experience on Market system development monitoring
· Collect case studies from the field for qualitative progress monitoring
· Document good practice, lessons, challenges and communication as appropriate.

Other duties/additional tasks:
· Supports the project’s security and risk management system through identification, communication and analysis of potential risks and security issues in the project region and related mitigation recommendations and procedures
· Other relevant duties assigned by the supervisor to support program implementation, including for other project output
· Any other duties assigned by the Project Coordinator.
Working Conditions:
· Working days from Sunday to Thursday with 40 hours/ week
· Any other monitoring tasks assigned by the supervisor from time to time.

Knowledge, Skills, and Experiences
· Master's degree, preferably Statistics and data Science/Development studies
· subject.
· At least 5 years' experience with minimum 4 years' experience in monitoring and evaluation systems in livelihood support and digital technology-based projects.
· Proven experience in application of monitoring methods, approaches and tools.
· Proven experience in survey design, data collection, both of qualitative and quantitative techniques.
· Knowledge on application of ICT tools (Smartphone technology) to collect data is an asset.
