Skill:

- Have excellent writing, reporting, and analytical skills.

- Have excellent knowledge and skill in Office applications (MS Word, MS PowerPoint, MS Excel).

- Have excellent typing skill both in Bengali and English.

Responsibilities & Context:

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

The Upazila Manager will coordinate and monitor education, ECD, Play Lab, adolescent club, and play-based pedagogy interventions at the upazila level, ensuring quality implementation and achievement of project objectives.
He/She will provide operational leadership, supervise Programme Organisers, proactively identify operational risks, and ensure effective coordination with government and community stakeholders.
The position will also support the Programme Manager in administrative and logistical management while maintaining coordination with UNO, TEO, USEO, Madrasha Superintendents, Head Teachers, donors, and other relevant authorities.

MAJOR RESPONSIBILITIES:

  • Develop annual, quarterly, and monthly work plans in line with project objectives.

  • Ensure operation and quality delivery of Play Labs in the selected government primary schools in the host community for the school readiness of the young learners aged 4+ to ensure alignment with project goals and standards.

  • Support capacity development initiatives of primary school teachers and authories on play-based approaches in early learning.

  • Transition of learners to the mainstream education system for further education.

  • Supervise field-level implementation including daily playful sessions, caregiver engagement, and psychosocial support activities.

  • Embedding play-based, child-centered teaching learning approaches within Ebtedayee Madrashahs through capacity development/training and follow up of Madrashah teachers and management committee.

  • Rollout of community clubs and future ready clubs in madrasahs/secondary schools for adolescent aged 10-18 focusing on leadership, communication, decision-making, self-awareness, financial literacy, digital safety.

  • Coordinate to arrange different types of training for the community club and future ready club to create livelihood pathways for adolescent.

  • Coordinate logistics for materials distribution, play lab and club setup and community mobilization efforts.

  • Provide supervision and coaching to Field Facilitators, Para-counsellors, Play Leaders and Adolescent leader.

  • Support and capacity building of field staff, play leaders and adolescent leaders through training, refreshers, and facilitation of learning sessions.

  • Ensure proper use of teaching learning materials and logistics in Play Labs, Madrashas, clubs and maintain stock position accordingly.

  • Conduct regular field visits and provide coaching and mentoring to staff.

  • Ensure timely achievement of project targets and deliverables.

  • Identify the operational risk, bottlenecks and emerging issues of the programme proactively and address those issues with evidence-based adaptations.

  • Upazila level coordination with Government stakeholders (UNO, TEO, USEO, UAS, URC etc), local administration, NGOs, communities and and different stakeholders as required.

  • Effective collaboration with monitors, trainers, ICT, Finance, ICT, BRAC Health programme, BRAC Education Programme and other BRAC programmes for the effective implementation of the project.

  • Ensure performance driven team culture through supportive supervision, inclusion, accountability and capacity development.

Safeguarding and Others

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation.

  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
