Education:
  • Master’s degree in Environmental Science, Social Science, Development Studies, Education, Public Health or related field.      

  • Knowledge of the local context in the Rohingya community.      

  • Sensitivity to cultural and diversity issues.      

  • Fluency in relevant languages (e.g., Rohingya, English).

  •  Minimum 3–5 years of experience in environmental and social safeguards, compliance, or social development programs.    

  • Experience working in education or child-focused humanitarian programs is highly desirable.      

  • Experience working with World Bank or UNICEF funded programs will be an advantage.      

  • Experience in Rohingya response in Cox’s Bazar is preferred.      

  • Knowledge of World Bank Environmental and Social Framework (ESF).     

  • Strong understanding of child safeguarding and community engagement.     

  • Experience with GRM, monitoring, and field supervision.     

  • Ability to work effectively in multicultural humanitarian environments.

Additional Requirements:
  • Age At most 50 years
  • GIS Mapping & Spatial Analysis.     

  • Google Earth Mapping & KML/KMZ File Creation (Google Earth).     

  • ArcGIS / QGIS Software Proficiency (ArcGIS, QGIS).      

  • GPS Data Collection & Coordinate Systems.      

  • Strong knowledge of gender dynamics and gender-responsive education strategies.      

  • Maintain open and professional relations with all the project team members, promoting a strong & respectful team spirit, ensuring effective communication, and opportunities for debriefing.      

  • Consistently and dedicatedly monitor/assess the safety and security of the team, promptly reporting concerns or incidents to Mukti Cox’s Bazar management and liaising with other external parties as required to maintain/enhance the security environment.      

  • Other duties as assigned by the supervisor are to ensure quality implementation and contribution to Mukti Cox’s Bazar.      

  • Strong facilitation skills, proven experience in conducting trainings/capacity building on education related issues in English and Bengali.     

  • Demonstrated experience working in the FDMN response, humanitarian programs, and collaboration with other humanitarian actors.     

  • Ability to communicate clearly, concisely, and persuasively, including the ability to advocate for and simplify complex education concepts.      

  • Excellent English and Bangla oral and written communication skills. Can effectively translate to and from English to Bangla to Chittagong/Rohingya language.      

  • An effective, strategic, and innovative influence with high initiative to facilitate change in integrating gender and protection minimum standard.      

  • High level of adaptability, ability to work in multi-cultural teams.      

  • Collaborative and team player; works well with others.

  •  Available for regular travel to field sites.

Responsibilities & Context:

Context :

The ESS Officer will support the implementation of environmental and social safeguard requirements for the education project implemented by Mukti Cox’s Bazar in Rohingya camps. The position will ensure that education activities, including Learning Centers, volunteer management, and community engagement processes, comply with the Environmental and Social Framework (ESF) and Environmental and Social Standards (ESS) of the World Bank.

The officer will monitor environmental and social risks, ensure safe learning environments, support grievance mechanisms, and promote community participation in education interventions.

Key Responsibilities

Environmental and Social Compliance

  • Ensure education program activities comply with World Bank Environmental and Social Standards (ESS).

  • Support implementation of safeguard instruments including.

  • Environmental and Social Management Plan (ESMP).

  • Labor Management Procedures (LMP).

  • Stakeholder Engagement Plan (SEP).

  • Conduct environmental and social screening of education facilities including Learning Centers and Temporary Learning Spaces.

 Safe Learning Environment

  • Ensure safe and inclusive learning environments for children and adolescents.

  • Monitor environmental risks in Learning Centers such as waste management, ventilation, water access, and sanitation facilities.

  • Ensure compliance with child safeguarding and protection standards.

Community Engagement

  •  Facilitate consultations with community leaders, parents, and education committees.

  • Promote awareness on education access, child protection, and community safety.

  • Ensure inclusion of girls, children with disabilities, and marginalized groups in education services.

Grievance Redress Mechanism (GRM)

  •  Support the establishment and functioning of education-related grievance mechanisms.

  • Record and track complaints from students, parents, and community members.

  • Ensure timely follow-up and resolution of grievances

    Labor and Volunteer Management

  • Ensure compliance with Labor Management Procedures (LMP) for project staff and Rohingya Teaching Volunteers (RTVs).

  • Monitor occupational health and safety conditions in learning centers.

  • Ensure prevention of Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH).

Monitoring and Field Visits

  • Conduct regular monitoring visits to camps and learning centers.

  • Identify environmental and social risks and recommend mitigation actions.

  • Ensure project partners, volunteers, and contractors follow safeguard standards.

 Capacity Building

Conduct orientation sessions for education staff, volunteers and community members on:

  • Environmental and social safeguards.

  • Safeguarding and child protection.

  • SEA/SH prevention.

  • Community safety and inclusion.

Reporting and Documentation

  • Prepare environmental and social safeguard reports for project management and donors.

  • Maintain documentation on grievances, consultations, and safeguard monitoring.

  • Support donor monitoring missions and compliance reviews.

    Policy Compliance & Safeguarding:

  • Ensure Practice of child safeguarding policy, PSEA policy, Gender policy, Code of Conduct among team members.

  • Advocate for the integration & upholding Core humanitarian Standard (CHS) among team & stakeholders.

  • Raise awareness among team & stakeholders about the importance of policy compliance of organization, government & donor and safeguarding in the context of the Rohingya response.

  • Safeguarding and PSEA: To meet the program`s objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
