• Essential and conversant in common IT applications (MS Word, MS PowerPoint, internet browsing & e-mail communications)

• Ability to develop training module

• Interested to work with Rohingya community.

• Computer Knowledge is a must (MS Word, Excel – typing Bangla and English). The applicant will have participated in a competitive computer test.

• Ability to prepare a different programmatic report in English and Bangla

• Ability to write clear and concise reports and case stories in English and Bangla

• Sound knowledge of pedagogical aspects and techniques and project cycle management

• Excellent planning and analytical skills

• Excellent interpersonal skills, and the ability to establish and maintain an effective working atmosphere

Responsibilities & Context:

Young Power in Social Action (YPSA) <www.ypsa.org> is an organization for sustainable development, working in the greater Chattogram division including Hill Tracts (CHT) since 1985 (International Youth Year). YPSA is going to implement the project " Advancing Scalable Solutions to Transform the Lives of Children on the Move: Play to Learn 2.0”. LEGO Foundation is funding the project through BRAC Bangladesh till November, 2027.

Job Title: Project Officer M&E (Male/Female)

Duration: 15 Months.

Job Description/Responsibilities:

• Lead the design, implementation, and regular review of MEAL plans, monitoring frameworks, quality benchmarks, and project monitoring systems.

• Develop and maintain effective MIS and information management systems, databases, dashboards, and data collection tools using platforms such as Kobo, ODK, TaroWorks, and Google Forms.

• Coordinate and supervise field-level data collection, ensuring data quality, accuracy, completeness, validation, confidentiality, and compliance with data protection protocols.

• Develop and implement quantitative and qualitative monitoring tools, including PDMs, FGDs, exit interviews, assessments, surveys, and participatory monitoring processes.

• Monitor project activities against approved plans, indicators, targets, budgets, and quality standards, identifying gaps, risks, under/over-achievement, and recommending corrective actions.

• Conduct regular field monitoring and follow-up visits to validate data, assess programme quality, capture learning, and provide evidence-based recommendations to project teams and management.

• Clean, analyze, interpret, and visualize programme data and prepare timely daily, weekly, monthly, quarterly, annual, donor, and ad hoc reports, dashboards, and presentations.

• Consolidate field reports and contribute to project progress, donor, and annual reports, ensuring consistency and accuracy of reported results.

• Lead or support baseline, end line, impact, needs assessment, ASER, pre/post-test, and other programme assessments and studies.

• Ensure monitoring findings, lessons learned, and beneficiary feedback are effectively communicated and used for programme adaptation, learning, accountability, and decision-making.

• Support project teams in developing and implementing action plans based on monitoring findings, data analysis, quality assessments, and identified gaps.

• Maintain systematic documentation and knowledge management, including case studies, success stories, lessons learned, monitoring records, and project evidence.

• Provide technical support and capacity building to project staff on MEAL, data collection, information management, data quality, reporting, and monitoring tools.

• Track project progress, procurement status, PRs, expenditure, and budget versus burn rate where required, and provide management with relevant analytical reports.

• Coordinate with project teams, MEAL colleagues, field monitoring personnel, government representatives, and other stakeholders to ensure timely reporting, data verification, and effective information sharing.

• Promote and ensure safeguarding, protection, accountability, and ethical data management principles throughout all monitoring, evaluation, and information management activities.

• Ensure compliance with organizational policies and procedures, including safeguarding reporting mechanisms, and encourage staff to report any safeguarding concerns through appropriate channels.

Other Duties and Responsibilities:

• Perform any other duties and responsibilities assigned by the supervisor or concerned authority in support of project objectives.

• Provide additional technical and operational support to project teams during assessments, monitoring exercises, evaluations, reporting, and special studies.

• Support emergency or ad hoc data collection, analysis, reporting, and information management requirements as needed.

• Participate in project review meetings, coordination meetings, workshops, trainings, and learning events.

• Support the development of communication and visibility materials, presentations, dashboards, success stories, and learning products.

• Maintain proper documentation and filing of project records, reports, monitoring evidence, and relevant correspondence.

• Ensure timely communication with relevant MEAL, project, and management teams regarding monitoring findings, data quality issues, reporting requirements, and emerging concerns.

• Undertake field visits and provide support to project staff whenever required to ensure quality implementation and accountability.

• Maintain confidentiality and comply with organizational policies, data protection, safeguarding, and ethical standards in all assigned activities.

• Other duties as assigned by the supervisor to enable and develop YPSA programs.
