Education:
  • Master's Degree in Accounting, Business Administration or any relevant discipline from a recognized university.

  • Professional qualifications such as CA (CC), CMA (Part Qualified), ACCA (Part Qualified), or relevant certifications will be considered an added advantage.

  • Training on financial management, grants management, procurement, logistics, VAT & Tax compliance, or donor compliance will be preferred. 

  • At least 5 years of professional experience in finance, administration, grants management, or project operations within NGO/INGO sectors.

  • Experience managing donor-funded humanitarian or development projects.

  • Experience in budget monitoring, financial reporting, procurement processes, inventory management, and administrative coordination.

  • Experience working in the Rohingya response or humanitarian context will be considered an added advantage.

Responsibilities & Context:

Context  & Responsibilities :

The Finance and Admin Officer will be responsible for ensuring efficient financial management, administration, logistics, procurement, and compliance support for the LEGO Foundation-funded project "Play to Learn 2.0: Advancing Scalable Solutions to Transform the Lives of Children on the Move". The position will ensure compliance with Mukti Cox's Bazar policies, donor regulations, and applicable legal requirements while supporting smooth project implementation.

 Main Responsibilities:

Financial Management

  • Maintain project financial records, books of accounts, vouchers, and supporting documentation.

  • Process payments, advances, settlements, and reimbursements following organizational procedures.

  • Monitor project expenditures against approved budgets and budget lines.

  • Prepare monthly financial statements, expenditure reports, budget variance analyses, and forecasts.

  • Ensure proper coding and documentation of all financial transactions.

  • Support preparation of donor financial reports and budget revisions.

Budget Monitoring and Compliance

  • Track project burn rates and budget utilization.

  • Ensure expenditures comply with donor requirements, project agreements, and organizational policies.

  • Support budget planning, forecasting, and financial analysis.

  • Identify financial risks and recommend corrective measures.

Procurement and Logistics

  • Facilitate procurement processes in accordance with organizational and donor procurement policies.

  • Prepare purchase requisitions, comparative statements, purchase orders, and procurement documentation.

  • Monitor supplier performance and maintain procurement records.

  • Coordinate logistics support for trainings, workshops, meetings, and field activities.

Asset and Inventory Management

  • Maintain updated inventory and fixed asset registers.

  • Ensure proper tagging, tracking, and physical verification of project assets.

  • Monitor stock levels and ensure accountability of project materials and equipment.

  • Support warehouse and store management functions where required.

Administrative Support

  • Maintain project administrative records, contracts, agreements, and correspondence.

  • Coordinate office administration, travel arrangements, accommodation, and vehicle requests.

  • Support recruitment, onboarding, attendance tracking, and personnel documentation processes.

  • Ensure proper filing systems for both financial and administrative documents.

Audit and Compliance

  • Support internal and external audits by ensuring availability of financial and administrative records.

  • Ensure compliance with organizational policies, donor regulations, VAT and Tax laws, and NGO Affairs Bureau requirements.

  • Address audit observations and support corrective action implementation.

Reporting and Documentation

  • Prepare monthly, quarterly, and annual financial and administrative reports.

  • Maintain proper filing and archiving systems.

  • Provide financial and administrative information to project management as required.

  • Support project monitoring and reporting processes.

Safeguarding and PSEA

  • Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. Serve as a major resource for help, direction, and knowledge on safeguarding for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.

  • Promote safeguarding awareness within project operations and administration.

  • Report any safeguarding concerns through established reporting mechanisms.

  • Support the creation of a safe and accountable working environment.

Other Duties

  • Participate in project meetings, planning sessions, reviews, and audits.

  • Provide administrative and financial support during donor visits and monitoring missions.

  • Perform any other duties assigned by the Project Manager, Finance Department, or organizational management.
