Job Context:
∎ Following the massive displacement of more than 700,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, nutrition, WASH and child protection.
∎ About Terre des hommes:
∎ Terre des hommes Foundation (Tdh) is the leading Swiss organization focusing on child rights, based in Lausanne (Switzerland). It is active in more than 40 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: Migration, Access to Justice and Health (with WASH components) with a focus on protection - particularly vulnerable children. ∎ General Objective:
∎ The MEAL Officer will contribute to implement the Tdh’s Bangladesh MEAL framework, with particular focus on tracking project results (outputs, outcomes, and impact), support to implement both the quantitative and qualitative assessment, assist in documenting projects lessons and good practices, implement the accountability instruments, manage data collection and quality, and assist in data analysis and preparation of MEAL reports.
∎ S/he will be responsible for implementing the MEAL action plan, and assisting the project team in preparing periodic reports in relation to the project MEAL plan. The MEAL Officer will work in close collaboration with the project teams and will report to the MEAL Deputy Coordinator (hierarchically and functionally).

Job Responsibilities:
∎ • Collaborate with program team to ensure timely execution of MEAL action plan and produce MEAL results.
∎ • Support in developing and implementing a robust MEAL instrument and system that will ensure tracking of project/ programme results at different levels (outputs, outcomes, and impact).
∎ • Support in developing detailed MEAL plans and MEAL action plans for projects and ensure execution accordingly.
∎ • Work with line manager to provide alerts to the respective teams on corrective actions required to meet the timeline, including flagging the operational issues and risks.
∎ • Support in the recruitment and provide training to data enumerators, supervise and manage them for quality data collection.
∎ • Work with the MEAL team to analyze and present quantitative and qualitative data, to produce MEAL reports and recommendations for the improvement of program quality.
∎ • Visit Tdh and its partner fields to cross-check and verify programme data and information using standard tools and methodologies.
∎ • Manage the implementation of surveys, assessments, and evaluations for projects, and meet the Tdh standards.
∎ • Support the team to store all hard data in the possession of Tdh securely.
∎ • Collect and compile data from the team for MEAL and for donor reporting on time.
∎ • Work and collaborate with the team to disseminate MEAL results among the beneficiaries and stakeholders.
∎ • Participate in MEAL and program discussions, events, sessions, meetings, and seminars for capacity enhancement and contribute to the development of the MEAL system and projects.
∎ • Uphold data protection protocol at all stages of information management, particularly for data sharing.
∎ • Accept new responsibilities as and when – assigned by the line manager.

Additional Requirements:
∎ • Minimum of 3 years of work experience in the field of MEAL/M&E with national or international organizations in projects related to health, access to justice, migration, and child protection. Specially 2 years of experience in a similar role.
∎ • Understanding of participatory MEAL methods and tools and experience in participatory assessment and community-based monitoring approaches.
∎ • Knowledge and experience in the application of MEAL approaches (both qualitative and quantitative) and framework.
∎ • Knowledge and experience in quantitative and qualitative data collection, data sorting and management, data quality assurance, data analysis, and presentation.
∎ • Skilled in using computer software, and statistical packages - quantitative (SPSS, STATA, KoBo, Excel) and qualitative (Atlas.ti/NVivo) for data analysis.
∎ • Knowledge and experience in developing data collection instruments (e.g., survey, FGD, KII, IDI, stories) and deployment at the field level.
∎ • Experience in managing and supervising data enumerators for the collection of data at the field level using mobile phone/tab-based app.
∎ • Experience in managing and support to external consultants for MEAL-related studies and ensuring timely delivery of work.
∎ • Experience in working with and/or providing support to the partner organizations to implement MEAL approaches and tools.
∎ • Knowledge of the information management systems for humanitarian programmes.
∎ • Understanding of Core Humanitarian Standards (CHS).
∎ • Sound in spoken and report writing in English.
