Job Context:
∎ The Government of the People`s Republic of Bangladesh (GoB) is implementing the "Recovery and Advancement of Informal Sector Employment (RAISE): Reintegration of Returning Migrants" project with a soft loan from the World Bank. Under the project, the Wage Earners` Welfare Board (WEWB) has taken the initiative to set up a reintegration programme for returnee migrants.
∎ The International Organization (IOM) in Bangladesh as the lead consultant will support WEWB with the implementation of counseling and migrant workers welfare services through the establishment and operation of Welfare Centers (WCs) in the 5 selected districts in Bangladesh. The major activities under the WCs are to identify and select returnee migrants (as per selection criteria), provide psychosocial counseling, refer the beneficiaries to needful support and services from the respective service provider organizations, and provide cash incentives to the selected beneficiaries.
∎ Ovibashi Karmi Unnya Program (OKUP) is a rights-based migrant organization. OKUP promotes and protects human rights, labour rights, justice and dignity of all migrant workers irrespective of gender, across borders, through putting migrants` perspectives at the center of migration discourse at all levels through unity and empowerment of migrant workers themselves. OKUP as the Implementing Partner (IP) of IOM for RAISE project, will be implementing field activities of the project in selected districts. OKUP is seeking suitable candidates for the MEAL Officer position who will be placed at OKUP Head Office, Dhaka
∎ Under the overall guidance of the Project Coordinator, and in collaboration with relevant colleagues within IOM Bangladesh and OKUP, the MEAL Officer will be responsible for the tasks are mentioned.
Job Responsibilities:
∎ Adhere and improve the overall MEAL systems and practices of the project and the organization
∎ Review and improve case assessment/investigation tools for returnee migrant workers
∎ Review and establish a comprehensive profile database of project beneficiaries with traceability mechanism
∎ Review and improve of case management database with systems for regular follow-up
∎ Ensure an effective system of regular follow-up with beneficiaries enlisted under case management category
∎ Ensure a system and practice of periodical Result Based Monitoring (RBM), Community Feedback Monitoring (CFM) in place
∎ Ensure a systematic approach of documentation of case studies, good practices, lessons learned etc. we well as analytical reports based on available data in the database
∎ Establish and ensure storage of all data and documents in a systematic approach
∎ Prepare data analytical reports, graphics, presentations etc. monthly, quarterly, bi-annually, annually and when necessary
∎ Ensure post referral monitoring and follow up of the beneficiaries to ensure access to the services
∎ Support in implementation of field level campaigns and community mobilization activities
∎ Carry out duty travel within the country as required to support implementation of the assigned task
∎ Perform other duties assigned by OKUP management
∎ Ensure 100% standards in financial and logistical management to meet accountability and transparency.
∎ Represent OKUP when and where necessary.
∎ This list of duties and responsibilities is by no means exhaustive and the post holder may be required to undertake other relevant and appropriate duties as required.
Additional Requirements:
∎ Minimum 4 - 5 years of experience in designing and implementing monitoring, evaluation, accountability and learning (MEAL) systems in the development field
∎ Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, as well as prior experience of analyzing qualitative and quantitative datasets; prior experience using SPSS, STATA, NVivo, Atlas.ti, or other equivalent packages
∎ Experience using SMART phone-based monitoring systems such as CommCare, Kobo
∎ Prior experience leading, designing, managing, and/or commissioning performance and outcome evaluations and other types of research,
∎ Proven experience in accountability mechanisms including feedback and complaints mechanisms or proven understanding of accountability mechanisms.
∎ The ability to work under pressure is essential.
∎ Excellent verbal & written communication skills in Bangla and English
