Job Context:
∎ Contract period: up to August 2021 - with possibility of extension upon satisfactory of performance.
∎ Line Manager: Programme Manager
∎ Location: Cox`s Bazar with frequent field visits to all areas of Bangladesh where PULSE Bangladesh Programme work.
∎ Overall purposes of the role: PULSE is looking for an energetic and experienced MEAL Coordinator. PULSE Bangladesh has been implementing a project under the financial support of GCERF, Switzerland. MEAL Coordinator is responsible for overall MEAL activities of Improved Safety and Social Cohesion in Host and Rohingya Communities in Cox’s Bazar District. Strong English and Bangla writing and spoken skills is a must
Job Responsibilities:
∎ Adhere to PULSE Bangladesh policies, guidance, and procedures.
∎ Ensure frontline and technical staff are knowledgeable on technical aspects related to M&E, tools and quality standards and are able to comply.
∎ Lead the development of MEAL systems, including procedures, guidelines, procedures, and tools.
∎ Advise management on MEAL solutions/options in the design of staffing, resourcing and budgeting, and priorities for the Project.
∎ Participate in programme design and proposal discussions, including theory of change development and log frame design.
∎ Support the planning for and executing MEAL activities, including, data collection methodologies and tools, and data management, analysis and use.
∎ Support the implementation, dissemination and use of evaluations and assessments, and also in monitoring data in programme development, adjustment, or review.
∎ Contribute to organisational learning through supporting specific analysis, lessons learned, and reports. Capacity building and training of programme and support staff on MEAL technical and conceptual areas.
∎ Ensure an end-line measurement of the outcome level indicators is conducted to understand the change programs contributed to.
∎ Ensure the effective functioning of the M&E system and that the outputs of this system reach management and other stakeholder on an accurate and timely manner.
∎ Ensure Learning events are conducted for direct & camp; partner implemented projects before the closure of the project in order to document learnings and best practice for future program.
∎ Design and develop methodologies and tools related to monitoring, evaluation and capitalization of lessons learned, and accountability and reporting; and ensure that they are age/gender sensitive
∎ Identify the needed analytics for monitoring programme efficiency and other reporting purposes
∎ Contribute to data analysis, provide feedback, and closely coordinate with the Program Manager
∎ Regularly update on the development of MEAL tools, indicators, and MEAL plan.
∎ Actively contribute to the consolidated analysis of outcome monitoring, needs assessments, etc.
∎ Conduct regular field visits in coordination with consortia members to ensure technical and operational compliance with MEAL systems and methodologies.
∎ Lead the implementation of lessons learned workshops or sessions during key phases of the project.
∎ Promote the principles and practices of beneficiary accountability to staff, providing training and coaching in beneficiary feedback and other good practices, as required.
Additional Requirements:
∎ At least 05 years' working experience in database and/or information management and/or MEAL function in humanitarian response program
∎ Knowledge of humanitarian compliances and humanitarian response operation modalities
∎ Previous experience of working with children and understanding of child-friendly methods
∎ Demonstrated experience with digital data collection tools
∎ Sound knowledge on database management, KOBO and MS Office Packages
∎ Enthusiasm, motivation, self-confidence, and a proactive approach in problem solving Excellent interpersonal skills, facilitation skills and can work as part of a team
∎ Experience working in Cox’s Bazar host community and Rohingya Communities.
Salary: Tk. 100000 (Monthly)
