Responsibilities & Context:

Rafat Developers and Builders Ltd. (RDBL) is looking for an experienced and result-oriented Manager/AGM – Construction to lead and oversee the company’s construction operations. The position will be responsible for managing construction projects from planning and execution through completion and handover, ensuring quality, cost efficiency, safety and timely delivery.

Key Responsibilities:

• Lead, manage and oversee residential, commercial and high-rise construction projects from inception to handover.

• Prepare, review and monitor project schedules, budgets, resources, work plans and overall project progress.

• Ensure construction activities are executed according to approved architectural/structural drawings, BOQ, specifications, quality standards and applicable regulations.

• Supervise Project Managers, Site Engineers, QA/QC Engineers, Safety personnel, Contractors, Consultants and construction teams.

• Establish and implement effective QA/QC procedures to ensure structural quality, finishing standards and defect-free project delivery.

• Ensure strict compliance with HSE policies, safety procedures, building codes and environmental requirements.

• Conduct regular visits to project sites to monitor progress, identify problems and provide technical and managerial guidance.

• Monitor project costs, expenses, material consumption, manpower productivity and construction wastage to control cost overruns.

• Plan and optimize manpower, machinery, equipment and materials across multiple project sites.

• Coordinate with Design, MEP, Procurement, Commercial, Finance, Sales, Marketing and Legal teams for smooth project execution.

• Manage contractor selection, bidding, work orders, contracts, work progress and milestone-based billing verification.

• Evaluate contractor performance and take necessary corrective actions to maintain quality and project schedules.

• Ensure timely procurement and delivery of construction materials to avoid project delays.

• Verify material quality and implement effective measures to minimize material wastage.

• Develop and maintain an effective in-house construction monitoring team.

• Recruit, train, mentor and develop Project Managers, Engineers and technical personnel.

• Improve construction methodologies, processes, productivity and project management practices.

• Identify opportunities for cost optimization without compromising quality, design or structural integrity.

• Ensure projects are completed within approved timelines using effective planning techniques such as CPM/PERT.

• Monitor project risks, delays, quality issues and resource constraints and take timely corrective measures.

• Prepare and submit regular project progress reports, management updates, cost reports and performance reviews to Management.

• Maintain proper project documentation, records and construction-related reporting systems.

• Ensure project branding and merchandising requirements are properly implemented during construction.

• Provide strategic recommendations to Management regarding construction planning, resources, cost, quality and project delivery.
