Job Context:
∎ Following the massive displacement of more than 700,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, nutrition, WASH and child protection.
∎ About Terre des hommes: Terre des hommes Foundation (Tdh) is the leading Swiss organization focusing on child rights, based in Lausanne (Switzerland). It is active in more than 40 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: Migration, Access to Justice and Health (with WASH components) with a focus on protection - particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh`s projects. The Foundation constantly aims to improve its services.

Job Responsibilities:
∎ Procurement - Supply
∎ o Handle orders and service contracts according to the established rules
∎ o Do and/or collect the PR (purchase request) for all the departments
∎ o Ensure procurement procedures are followed including CBA, contract, archives, follow-up
∎ o Define the more relevant means of transportation for goods delivery and process the administrative formalities related to
∎ o Ensure the purchase follow up is updated and sent to the logistics coordinator on a monthly basis.
∎ Stock Management
∎ o Ensure the flow of merchandise is organized
∎ o Update and share the monthly stock inventory
∎ o Supervise stock movement’s follow up.
∎ Fleet management
∎ o Ensures the safety and the organization of all Tdh staff and materials transportation
∎ o Organize the allocation and provision of good condition vehicles/equipment
∎ o Identify the requirements and choose the suppliers of the vehicles
∎ o Provide training in the handling of operating procedures related to the vehicles
∎ o Ensure a proper follow up of movement and fuel is in place (logbook, monthly fuel follow up, etc)
∎ o Ensure that the preventive and curative maintenance of vehicles is done
∎ o Send once a month the fleet follow up to the logistics coordinator
∎ o Handle transportation contract negotiation with suppliers and follow up.
∎ o Train the drivers on the safety driving rules
∎ Management of the equipment
∎ o Ensure the setting up of the equipment and the maintenance
∎ o Monitor the additional equipment required and advise on the purchase
∎ o Identification, registration in the equipment follow up and labelling of all the equipment.
∎ o Ensure the monitoring tools, including the follow up and update of the equipment and accessories’ list are set up
∎ Management of premises
∎ o Handle rental contracts for all premises
∎ o Handle contracts linked to utilities of the premises (water, electricity, etc)
∎ o Ensure adequate and required equipment/furniture are in place and functioning
∎ o Ensure follow up and supply of office supplies
∎ o Ensure the maintenance and repairs of the premises
∎ Security Management
∎ o Adhere strictly to Tdh and country and Base security rules
∎ o Participate in the elaboration and updating of the country security plan and guidelines
∎ o Hold security briefings when and if needed
∎ o Ensure that safety equipment is present, up-to-date and in compliance in the different office, guest houses and project locations.
∎ o Support the Field Coordinator in all security related matters and act as the National Security focal point support for the field base.
∎ Coordination and General support
∎ o Provide the logistical management for national staff or other people passing through (welcome, lodgings, travel, etc.) in close collaboration with the other departments
∎ o Organize travels in the framework of the projects (planning, vehicles…)
∎ o Provide team members with the information necessary for the successful implementation of the projects
∎ o Make suggestions and participate in the development of new tools in her/his field of activity
∎ o Create strategies to improve the support for the programs in the intervention zone.
∎ HR management
∎ o Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed
∎ o Support disciplinary measures application if needed
∎ o Ensure regular trainings.
∎ Reporting
∎ o Provide to her/his line manager/s monthly reports and forecasts (Purchase follow up, Stock inventory, Equipment follow-up, Fleet follow-up, etc.)
∎ Strategy and Policy
∎ o Together with her/his line manager/s and the Project Managers, contribute to drawing up and implementing intervention strategies with relation to project teams

Additional Requirements:
∎ Age 25 to 40 years
∎ Minimum 3-year experience as a Logistics Base Manager or similar position.
∎ Strong Knowledge in the following fields: Procurement and Supply Chain management, Fleet and Transport management, Warehouse/Stock management, Equipment management, Premises management, Reporting & capitalisation.
∎ Budget Management
∎ Advanced IT knowledge (hardware and software)
∎ Excellent writing, reporting, communication and negotiation skills in both English and Bengali
∎ Previous experience for NGO/INGO will be considered as a plus

Salary: Tk. 86000 (Monthly)
