Job Responsibilities:
∎ Project management, and quality assurance:
∎ Provide strategic direction to the project team in the areas of Project Implementation and internal and external communication as well as develop a strategic plan and implementation strategies related to the Rohingya response projects of BLAST.
∎ Oversee guide and support staff in carrying out protection work at the camp level and way forward of the challenges to implement the project activities smoothly.
∎ Review the project report and document the project learning and success stories of the Rohingya response projects of BLAST
∎ Assist the project team with planning and budgeting.
∎ Follow up with the team for client events requiring multiple integrated resources, such as off-site trials, and receive appropriate and coordinated support.
∎ Follow up on proper distribution of cases among panel lawyers in consultation with the Case Management Coordinator (CMC) and Management Committee and maintain the case distribution register.
∎ Provide proper support in arranging Quarterly Meetings with BLAST Management Committee and Half-yearly meetings with BLAST Panel Lawyers in Cox's Bazar for getting feedback and suggestions to ensure quality services.
∎ Supervise the case approval process and progress of Court Cases and Police Station Cases and guide the Case Management Coordinator, Staff Lawyer, and Panel Lawyer, if required.
∎ Sector-level coordination, Networking, and Advocacy:
∎ Strengthen the organizational representation in the external forums and maintain strategic engagement with key government stakeholders, ISCG, PWG, ATWG, and other platforms to advocate for refugee rights, policies, strategies, and actions.
∎ Maintain and strengthen existing partnerships through networking with the organizations and representing the organization and the project in particular.
∎ Maintain close communication and coordination with relevant agencies including Law enforcement agencies at District and Camp levels.
∎ Develop partnership/coordination in different relevant sectors/ working groups/Technical Task Teams etc.
∎ To mention the strong relation with the UNHCR and respond to them in a timely manner.
∎ Guide/support the Legal Officers to develop relations and coordination with the CIC, as well as orient them about BLAST.
∎ Proper guide and assist to the project staff to ensure emergency support e.g. Hospital, OCC, Post Mortem, Police Station, Safe Home, and Rescue.
∎ Track the communication between the Legal Officer (LO) and Protection Focal Person (PFP) and guide them, if required.
∎ Reporting:
∎ Assist and follow up quantitative and qualitative reports periodically and as per need.
∎ Visit the camp office to ensure compliance and guide the project staff to overcome the field-level challenges, if required.
∎ Check/follow up on the Case Tracking Sheet & Arrest Tracking Sheet and discuss with CMC regarding the way forward of pending cases.
∎ Ensure the proper documentation as per organizational policies.
∎ Contribute to periodic project reports and event reports as required.
∎ Determine appropriate monitoring/evaluation methods for individual approaches, client satisfaction, impact assessment, etc. as necessary.
∎ Develop data collection/evaluation methods and ensure appropriate tools/techniques.
∎ Ensure data collection, compilation, analysis, and documentation.
∎ Monitor targets and track progress in terms of budget and implementation plan.
∎ Maintain regular contact with donors and appropriate stakeholders, particularly in government, NGOs, and communities.
∎ Capturing best practices/lessons/ learn.
∎ Disseminate project best practices in relevant sector actors.
∎ Create the scope of legal knowledge sharing among the lawyer staff.
∎ Administrative & Financial Responsibility:
∎ Ensure that all the positions in the project are filled with skilled staff in a timely manner, and are being served with adequate guidance so that they can perform their jobs properly.
∎ Ensure project staff leave management
∎ Ensure timely performance planning and appraisal as per BLAST policy and keep a close relation to the HR Cell.
∎ Responsible to provide sufficient support to arrange the capacity building training session for the project team on project operating procedures to deliver the appropriate response to clients.
∎ Provide continuous support and develop a supportive working environment in the team where the team members can contribute their best.
∎ Ensure the staff based in the project areas are adequately supported and motivated through proper logistics and mentoring support.
∎ Develop team spirit and cooperative attitudes among project personnel.
∎ Recommendation/Approve (depends on limit) all related travel expenses reports, bills, vouchers, staff leave, and purchases with the help of relevant cells in HO.
∎ Ensure procurement plan and fund request.
∎ Oversee Accounts & Finance Officer to ensure budget control, monitoring, and reporting.
∎ Ensure financial compliance from both organization and donors.
Additional Requirements:
∎ Age at least 32 years
∎ Both males and females are allowed to apply
∎ At least five years of experience in providing litigation service in court including Bangladesh Bar Council enrolment.
∎ Thorough knowledge of litigation support as normally acquired. Project management experiences.
∎ Demonstrable ability to generate reports and formulate databases.
∎ Earlier working experience/currently working at Rohingya Crisis will be given preference.
∎ Good in communication both in English and Bangla.
∎ Good computer skills in MS Word, Excel, PowerPoint, Outlook, Mail, etc.
Salary:
∎ Tk. 115000 (Monthly)
∎ Costs in relation to any field work will be borne by the organization.
