Experience:
Bachelor’s/Master’s degree from any reputed university in any subject; Social Sciences preferred.
Knowledge of data collection techniques, sampling methodology, and monitoring concepts
Good communication and English writing skills
Strong ICT skills, including MS Word, Excel, PowerPoint, internet, and tab-based data entry
Result-oriented, self-motivated, and able to work under tight deadlines

The Senior Officer, MEAL is responsible for monitoring the field implementation and quality of the SPLASH Programme, ensuring compliance with programme standards, donor requirements, and organizational guidelines. The role conducts regular field monitoring, data verification, and quality assessments, supports programme teams in addressing implementation gaps, and facilitates evidence-based decision-making through timely analysis and reporting of findings. The position promotes accountability, learning, and continuous improvement to enhance programme effectiveness and achieve the intended results.
MAJOR RESPONSIBILITIES:
Support the design and implementation of monitoring and evaluation activities for the SPLASH Programme, including the development of methodologies, sampling approaches, data collection plans, and data collection tools in accordance with programme requirements and standards.
Facilitate and support training, orientation, and capacity-building sessions for data collectors, field staff, and relevant stakeholders on MEAL tools, processes, and data quality standards.
Plan, coordinate, and conduct field-level monitoring, surveys, assessments, and data collection activities, ensuring adherence to approved methodologies, ethical standards, and SPLASH guidelines.
Collaborate closely with programme and sector teams to effectively implement MEAL activities and strengthen evidence-based programme management at the field level.
Collect, verify, review, and submit monitoring and assessment data using digital data collection platforms such as ODK and KoBoToolbox within established timelines while ensuring data accuracy, completeness, and quality.
Conduct routine field monitoring visits to assess programme implementation quality, compliance with standards, participant engagement, and achievement of intended outputs and outcomes.
Document, analyze, and report monitoring findings, observations, challenges, and good practices using prescribed formats, and share timely feedback with relevant programme teams for corrective action and quality improvement.
Identify data quality issues, implementation gaps, emerging risks, and learning opportunities, and provide recommendations to the MEAL and programme teams for continuous improvement.
Facilitate regular field-level review and learning sessions to disseminate monitoring findings, promote reflection, and support adaptive programme management.
Strengthen accountability mechanisms by supporting the implementation and continuous improvement of participant feedback and response mechanisms and building the capacity of field teams to effectively manage and respond to feedback.
Capture, document, and disseminate lessons learned, success stories, innovations, and best practices from programme implementation to support organizational learning and knowledge sharing.
Support assessments, evaluations, research studies, and other MEAL-related initiatives as assigned by the supervisor.
Ensure compliance with organizational policies, donor requirements, and safeguarding standards, and actively promote a culture of safeguarding, accountability, respect, and ethical conduct among staff, volunteers, and stakeholders. Promptly report and respond to any safeguarding concerns in accordance with established procedures.
Perform any other duties and responsibilities assigned by the supervisor to support effective programme implementation and achievement of programme objectives.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
