Conduct overall investigation functions across different programmes in compliance with BRAC Inquiry Guidelines/SOP, BRAC HRPP, and safeguarding and PSEA (Protection from Sexual Exploitation and Abuse) complaint procedures for the Humanitarian Crisis Management Programme (HCMP) at Cox’s Bazar and Bhasan Char, ensuring the preparation of qualitative reports while upholding BRAC values to achieve organizational objectives.
MAJOR RESPONSIBILITIES:
Prepare inquiry plans for conducting effective inquiries, including studying assigned complaint letters, assessing risks, reviewing documents/evidence, developing checklists, and preparing questionnaires along with a probable list of interviewees.
Communicate with respective persons/management to obtain necessary support during the inquiry process.
Conduct inquiries and prima facie assessments by following inquiry procedures, guidelines/SOPs, HRPP, and all associated policies while maintaining confidentiality to identify the actual facts.
Conclude inquiries by collecting statements from relevant witnesses and gathering evidence/documents to maintain the objectivity of the inquiry.
Prepare draft inquiry reports and submit them to the review team for conducting review hearing sessions.
Prepare show-cause notices as per the findings and assist the review team in sending show-cause letters/review hearing notices to the subject of the complaint to ensure the right to a fair hearing.
Submit final reports to the respective Manager within the stipulated timeframe while maintaining quality standards for presentation at the SGMC forum.
Attend SGMC forums and actively present inquiry findings along with supporting evidence/documents to facilitate proper decision-making by the forum members.
Play a significant role in the successful conduct of Ombudsperson hearings.
Review inquiry reports prepared by others, as needed, to assist the Team Manager in ensuring timely submission of reports.
Prepare summaries of inquiry reports based on the requirements of the respective donors.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
