Educational Requirements:
∎ Master’s in Business Administration (major in HRM) /Management /Public Administration or relevant subject. PGDHRM will be preferred.

Job Context:
∎ BLAST is seeking applications from qualified candidates for the position of ‘Human Resources Officer for the PLARC project based in cox’s Bazar. It is a Three-year (2020 – 2022) Legal assistance and social protection programme, supported by the UNHCR, and implemented by BLAST. The programme aims to Legal assistance services are provided to ensure refugees have access to justice. Also Refugees have access to formal justice mechanisms.
∎ Employment start: As soon as possible.
∎ Contract duration: Initially 1 (one) year but renewable.
∎ Place of work: Head Office with frequent field travel at project area.

Job Responsibilities:
∎ Following the BLAST HR policies as well as local laws and best practices. Ensure that staff are made aware of these policies and interpret them as necessary or requested by staff.
∎ Assist to execute the tasks of the recruitment, selection and onboarding of all new staff including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracts.
∎ Prepare recruitment notes, offer letters, contracts etc. and get approval and signature.
∎ Ensure having necessary documents while onboarding people.
∎ Assist to develop and coordinate the orientation schedules for all new staff.
∎ Arrange working tools & equipment for new staff, e.g.: workspace, computer, email ID, manuals, policies etc.
∎ Update employee status for payroll purposes and compile payroll details every month and the changes thereof and liaise with the HR & Finance team (as appropriate)
∎ Assisting to maintain HR database and Personnel files.
∎ Assist in the up-gradation of employee records in both electronic and hard copy files and ensure the files are complete and all required documentation is maintained in a confidential and secure manner.
∎ Provide backstopping support to staff on HR system including; updating staff records, timely approval of staff leaves and timely submission of monthly timesheets.
∎ Apprise and disseminate policy guidelines to colleagues on appraisal system and process.
∎ Support in managing staff transition including promotions, transfer, acting assignments, staff confirmation, and final settlement.
∎ Carry out any additional assignment in accordance with her/his position assigned by the supervisor.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
∎ Prepare monthly bank and cash reconciliation;
∎ Timely perform monthly closure of all books of accounts as per organization’s policy;
∎ Assist Finance Coordinator to prepare monthly budget vs expenditure report against donor and NGOAB budget;
∎ Assist Finance Coordinator to prepare audit report as well as enable to face group audit, NGOAB audit and Donor audit;
∎ Perform any other task assigned by the supervisor or delegated authority.

Additional Requirements:
∎ Minimum 03 years demonstrated experience in Human Resource (HR)/People functions. Sound knowledge on modern HR practice and processes, country labour law, current HR trends, terminologies etc. and demonstrated expertise on their application in Professional career. Experience in using HRIS (human resource information system) is essential. Working experience in a culturally diverse INGO/NGO will get preference.
∎ Ability to negotiate, establish, and manage contracts
∎ Ability to multitask, prioritize, and manage time efficiently
∎ Ability to work well with management and staff at all levels
∎ Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook,
∎ and Excel)
∎ Excellent verbal and written communication skills in English and Bangla.
∎ Strong analytical and organisational skills, and proven reporting skills.

Salary:
∎ Negotiable
∎ Salary, Benefits and allowances: commensurate with experience and BLAST’s salary scale and policy, Costs for fieldwork will be borne by BLAST according to its policies.

Compensation & Other Benefits:
∎ Weekly 2 holidays
