Job Context:

∎ Terre des hommes Foundation (Tdh) is the leading Swiss INGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh interventions are focused on the three programs: Health, Migration and Access to Justice particularly for vulnerable children. Tdh Foundation has a transversal approach towards Child Protection programming and it cuts across all the thematic areas while also has been considered as one of the key value propositions in its business model. The Child Protection expertise within Tdh Foundation aims to develop high quality, evidence-based knowledge and know-how adapted to fragile contexts, conflict zones, and development to improve the protection of children`s rights and their right to protection from all forms of violence (art 19, 34 CRC) in collaboration with and in support of the three core programs. The Tdh Foundation global strategy 2021-2024 specifies that the will have demonstrated that rights-based participation, empowerment, and active involvement of children and communities in defining and implementing responses are essential to improve child protection.
∎ Tdh is working in Bangladesh since 1974, with operations in Kurigram district, Dhaka district and Cox Bazaar district. Currently, Tdh is implementing programs on Health, Access to Justice (social cohesion and conflict resolution) and Migration, integrated by the transversal expertise WASH and Child protection. Tdh interventions in Bangladesh are both in development and emergency context.
∎ Following the massive displacement of more than 800,000 people into Bangladesh since the end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on Health, WASH, Child Protection and Social cohesion. Alongside, Tdh is implementing the CLARISSA project in Dhaka slums aiming to build a strong evidence base and generate innovative solutions to the worst forms of child labour (WFCL) and will explore how to take these solutions to scale.
∎ Tdh in Bangladesh has started the process of integration of emergency and development approaches and aims to capitalize its institutional learning for further program expansion and to create critical pathways for evidence-based advocacy.
∎ Context:
∎ Under the supervision of the HR Coordinator, the HR Team Leader is responsible for supporting the base management and the implementation of Tdh HR policies at Field base level.
∎ S/he is responsible to contribute to the definition, planning and supervision of the implementation of the Field Base human resources frameworks, procedures and policies adhered by all staff while respecting the local context, local legislation and Tdh policies and values, working closely with base leadership.
∎ The HR Team Leader will support the HR Field base teams to ensure high quality and efficient staff recruitment, contract management, orientation, learning and development, performance management, code of conduct compliance, employee engagement, and staff care/wellbeing.
∎ The HR Team Leader will promote a positive organizational culture and ensure the efficiency of work processes.

Job Responsibilities:
∎ Analysis of the socio-economic context and legal framework:
∎ Track and monitor the changes in the cost of living at the local level as well as the labor market by performing benchmarking of salary packages of other humanitarian actors.
∎ Ensure all legal HR obligations are fulfilled.
∎ Ensure that internal policy, procedures and internal staff regulations in accordance with the Bangladeshi legal framework.
∎ HR management of the National Staff
∎ Ensure that HR procedures and policies are implemented and respected by all staff at field base level.
∎ Ensure that all staff is informed and trained about the existing policies as well as any HR policy changes.
∎ Ensure uniformity in the understanding, knowledge and application of HR policies/procedures at the field level.
∎ Oversee recruitment procedures for the Field base and contribute to the strategic planning of the mid-to-long-term staffing needs.
∎ Ensure that recruitment and hiring procedures are respected: recruitment request forms, job descriptions, job announcements, selection process, screening and contracts.
∎ Ensure that any newly recruited employee received the proper administrative induction briefing.
∎ Design the “Welcome at Tdh” training for newcomers at field level in collaboration with the HR Coordinator and ensure its review at least twice a year.
∎ Ensure that all the employment contracts of the national staff for the field base are in order and in compliance with Bangladeshi laws and with Tdh rules and practices
∎ Supervise the hard and electronic archiving (paperless project) of the personnel files while ensuring personnel data confidentiality as well as securing administrative HR documents.
∎ Prepare and control the monthly payroll for the personnel of the Field base based on the attendance sheet/timesheet before submission to the Coordination of the Delegation for validation.
∎ Ensure that the payment of Tdh employees is performed on due time and of the social contributions of Tdh as an employer.
∎ Ensure to distribute payslips to all staff of the field base every month and submit one copy signed to the Finance department
∎ Ensure to prepare final settlements and all related documentation for any ended contracts on due time.
∎ Ensure to prepare the proper documentation for daily workers before submission to the Finance department for payment.
∎ Prepare and provide salary certificate for tax return to all contracted staff as per NBR regulations.
∎ Be the focal point for the Field base on issues related to health insurance benefits
∎ Update monthly the organizational chart for the Field base.
∎ Ensure to update the staff database of the field base and communicate any changes related to the staff set-up or staff information of the field base to the Coordination.
∎ Take part in abuse and risk prevention management following Tdh procedures.
∎ Ensure to promote Tdh keys policies such as Tdh Code of Conduct, PSEA, CSP, Gender & Diversity, etc.
∎ Ensure proper application of the internal control framework including compliance with HR Regulations, instructions, procedures, staff regulations and audit
∎ Ensure that disciplinary procedures are respected.
∎ Support to the Field teams and Staff Performance Management & Development:
∎ Provide support to the Field Coordinator and other Managers/Supervisors in all HR related issues, provide technical support ensuring they understand and apply HR management policies and tools.
∎ Ensure appraisals of the national staff are performed on due time for the Field base.
∎ Ensure to update the appraisal follow-up report at all times.
∎ Participate in the identification of staff development, learning needs, potential to promote the professional growth of people within the organization at field base level.
∎ Ensure the implementation and follow-up of the training action plan for the field base.
∎ Team management:
∎ Define the needs of HR team of the field base and recruit according to the resources allocated in collaboration with the HR Coordinator.
∎ Support and train the team under her/his supervision.
∎ Propose regularly capacity building sessions and training to the HR team of the field base.
∎ Coordinate, plan and supervise the work of the HR team of the field base.
∎ Appraise the team under her/his direct supervision.
∎ Reporting/Communication:
∎ Report to the HR Coordinator on the implementation of HR policies in the field as well as of any incidents/problems that may arise and make proposals to improve HR management in the field.
∎ Ensure to consolidate HR follow-up reports and communicate them to Coordination teams (staff list, contracts, recruitment, annual leaves, organization chart, etc.)
∎ Ensure to update at all time the staff contacts details for the field base including staff emergency contacts.
∎ Ensure that all relevant HR documents are posted on the HR board at the field base.
∎ Contribute to the monthly Sitrep report of the field base.

∎ Minimum 05 years of progressively responsible experience in human resources preferably in humanitarian contexts, with a minimum of 03 years managing HR team members.
∎ Skills & Abilities: Organized, Possess strong communication skills (both oral and written), able to communicate with tact and diplomacy. and be able to work effectively with employees at all levels of an organization.
∎ Skills with MS Office applications -Word, Excel, PowerPoint - and the capacity to learn new software applications. Hands-on experience in working on HR software
