Job Context:
∎ Department/Office: Operations Unit
∎ Reporting to: Country Operations Manager
∎ Duty Station Dhaka
∎ Grade: III C

Job Responsibilities:
∎ HR Management:
∎ Review and update HR Policy of UP
∎ Prepare job descriptions, advertise vacant positions, and manage the entire recruitment process.
∎ Support sorting of application for long listing and short listing.
∎ Act as secretary of recruitment committee. Coordinate written test and interview.
∎ Plan and implement induction training for new staff.
∎ Monitor employee performance appraisal and ensure timely completion of the same by the Line Managers. Issue letter according to staff performance as well as probationary period appraisal. Also follow up issuance of Job Confirmation Letter.
∎ Manage training, internal posting/transfer, promotion, movement and resignation of staff.
∎ Support administration of staff discipline.
∎ Ensure that all employees are satisfied with their work environment.
∎ Oversee the health and safety of all staff.
∎ Support implementation of systematic staff development procedures.
∎ Provide advisory services on HR policies and procedures.
∎ Management of staff leave and other benefits covering medical support, hospitalization, life insurance etc.
∎ Monitor safety and security issues of international staff at their official residence.
∎ Manage staff records covering contacts, addresses, emergency mobile numbers etc.
∎ First point of contact for any issue of UP staff. Ensure accurate and proper record-keeping of staff information in electronic and hard formats and always keep personal file updated.
∎ Assist all new staff in opening bank account, insurance and Issue of ID card
∎ Process the renewal of insurance to make sure that the agreement is renewed every year.
∎ Issue clearance and experience certificates on completion of contract / separation.
∎ Monitor staff contract period and arrange issuance of contract expiry notice to staff one month before the contract expiry or project closure.
∎ Follow all issues related to work permit, security clearance, visa etc. with concerned agencies.
∎ Maintain contact with local Police Station about location and security of International Staff
∎ Keep all the staff informed about security situation particularly international staff.
∎ Government and Public Relations:
∎ Liaison and communicate project-related needs and registration with the NGOAB regarding FD7, FD6
∎ Liaison onetime approvals of different projects and NOC/Certifications.
∎ Government Liaison in contributing to building a knowledge base for legal and regulatory context for NGOs through liaison with government agencies and facilitating exchange with NGOs.
∎ Contribute to data collection, analysis and advocacy regarding the regulatory environment and impact on NGOs.
∎ Government Liaison in submission of financial & narrative reports for NGOAB projects by the support of Programme and Finance Department.
∎ Maintain and periodically share the status of FD6/ FD7/ FC1, FD4 in coordination with Finance Team and updates follow up on the status of different files, reports, NOC/certifications.
∎ Have ability to visit field offices, UNO offices and other Govt. Officials frequently and as required.
∎ Design, develop and deliver positive and effective communication and public relations activities
∎ Liaise with different government and non-government agencies
∎ Translation of English document in to Bangla and vice versa.
∎ Back stop Country Operations Manager in his absence.
∎ IT Support:
∎ Act as IT Admin and issue password to all users of UPBD computer.
∎ Oversee and maintain all aspects of UP's computer infrastructure covering maintenance of networks, servers and security programs and systems.
∎ Maintain software license renewal schedules and ensure timely payment of bills.
∎ Maintain Domain Registration renewal schedules and ensure timely payment of bills.
∎ Maintain Hosting renewal schedules and ensure timely payment of bills.
∎ Provide basic hardware and software maintenance service like various connections, software related issues etc.
∎ Coordinate with Assistant Admin Officer for support of IT Service Provider.
∎ Coordinate Internet Service management and payment of bills
∎ While issuing clearance certificate to staff, ensure all passwords are changed and Admin takes over the ICT resources.

Additional Requirements:
∎ Minimum 3 years of relevant experience in INGO/NGO or similar organization.
∎ Proficiency in MS Office 365 or Office 365
∎ Must have very high degree of proficiency in English and Bangla -spoken, writing, translation and typing.
∎ Strong interpersonal skill
