  • Minimum 3 years of experience in monitoring, evaluation, accountability, and learning (MEAL) within humanitarian or development projects.

  • Proven experience using mobile data collection tools (KOBO, ODK, CommCare, etc.) and strong skills in Excel or data analysis software.

  • Experience in qualitative and quantitative data collection and analysis.

  • Understanding of gender-sensitive and protection-integrated programming.

  • Excellent communication, analytical, and reporting skills.

  • Experience working in Cox’s Bazar or similar humanitarian contexts is an asset.

  • Fluency in Bangla and English required; Rohingya/Chittagonian language skills are an advantage

Responsibilities & Context:

Project: Self-reliance improvement of rohingya women through technical skills development training (WPP) Project

Location: Based in Cox’s Bazar and frequent visit to Rohingya Camp in Ukhiya

Contract type: Fixed Term (initially for 2 months, with the possibility of extension based on satisfactory performance and availability of funds)

Hours: Full time

Reports to: Project Manager, WPP Project

Organisation overview:

United Purpose is a UK based International development organisation working in Bangladesh since 1993.

Self Help Africa (SHA) and United Purpose (UP) merged in late 2021 to implement projects to end extreme hunger and poverty in 17 countries, mainly in sub-Saharan Africa. The merger doubled its size and reach, with SHA implementing poverty eradication projects in 17 countries in 2022. The group includes social enterprise subsidiaries Partner Africa, TruTrade, and Cumo Microfinance. In 2022, SHA will reach over six million people and invest €45m in over 100 development programs to improve food systems, access to markets, financial services, climate change, gender inequality, and access to clean water, sanitation, and hygiene.

Job Purpose:

The "WPP Project, implementing by United Purpose Bangladesh and funded by International Organization for Migration (IOM), aims to address economic vulnerability among women in border communities, where limited livelihood opportunities and gender disparities hinder financial independence. The project aims to empower 200 women through entrepreneurship training in café operations and handicrafts, enabling them to establish women-led businesses and achieve economic self-sufficiency. Key activities include comprehensive skills training in café management and handicraft production, supplemented by business management learning and in-kind support such as equipment and materials. These activities will directly support 200 trained women equipped with business toolkits and resources to launch enterprises in Rohingya Camp 9, 10, 11, 12.

The Project Officer – MEAL will play a vital role in ensuring the “Self-Reliance Improvement of Rohingya Women through Technical Skills Development Training” project is effectively monitored, evaluated, and guided by evidence and learning.

Given the project’s short implementation timeframe and its focus on women’s entrepreneurship, handicrafts, and café management training, this role is essential to maintaining accountability, ensuring data accuracy, tracking results, and capturing learning for adaptive management. The position will support the design and implementation of MEAL systems, coordinate data collection using KOBO and other digital tools, and ensure that monitoring results are used to improve program quality and inform donor reporting.

The MEAL Officer will also strengthen feedback and accountability mechanisms, ensuring that beneficiary voices—especially women participants—are heard and responded to appropriately, in line with IOM and United Purpose’s safeguarding and protection principles.

Key Responsibilities :

Key responsibilities include (not limited to):

1. Monitoring & Data Management

  • Lead the implementation of the project’s MEAL plan in line with IOM and United Purpose standards.

  • Develop and maintain data collection tools, including attendance sheets, feedback forms, and post-distribution monitoring templates.

  • Conduct regular field visits to monitor training sessions, café operations, and in-kind distribution.

  • Ensure data collection using KOBO or similar mobile tools, ensuring quality, completeness, and consistency.

  • Maintain a centralized database of project indicators and ensure timely data entry and analysis.

2. Evaluation & Learning

  • Support baseline and post-training assessments to measure changes in participants’ skills, income, and empowerment levels.

  • Contribute to documentation of project outcomes, success stories, and lessons learned.

  • Analyze quantitative and qualitative data and prepare brief analytical summaries to inform management decisions.

  • Participate in after-action reviews and support adaptive management based on findings.

3. Accountability & Feedback Mechanisms

  • Ensure the project has a functional beneficiary feedback and complaint mechanism aligned with UP’s accountability framework.

  • Record, track, and respond to feedback from participants and community members in a timely and sensitive manner.

  • Promote community awareness of feedback channels and protection protocols.

  • Ensure all data collection respects confidentiality, dignity, and Do-No-Harm principles.

4. Reporting & Coordination

  • Support the Project Manager in preparing monthly progress and donor reports by providing verified data and analysis.

  • Coordinate closely with IOM’s MEAL focal points to align indicators, methodologies, and reporting formats.

  • Assist in preparing presentations, infographics, and summary tables for internal and donor meetings.

  • Build capacity of field staff and Community Mobilizers on basic monitoring, documentation, and accountability standards.

Key Relationships:

  • Internal: Interim Lead-DRM & ER Unit, Head of Finance & Admin, Finance & Admin Officer, HR & Logistics Officer and the project’s relevant staff of the Country Office and field office.

  • External: District levels local government authorities, relevant GOB line departments, health professionals and assistants, media, local communities and other stakeholders.
