Experience:
Bachelor’s Degree in Statistics, Economics, Social Sciences, Fisheries, Nutrition, or related fields from a recognized institution.
Experience
Minimum 3 years of experience in:
Monitoring, Evaluation, Accountability, and Learning (MEAL) or M&E systems
Data collection, management, and analysis in fisheries, livelihood, or nutrition projects
Supporting baseline, midline, and endline surveys
Field-level community engagement and participatory research
Core Skills & Competencies
Knowledge of MEAL systems, key indicators, and best practices
Proficiency in digital data collection tools (KoboToolbox, ODK)
Strong MS Office skills (Word, Excel, PowerPoint, Access)
Ability to conduct field visits, interviews, FGDs, and KIIs in challenging environments
Strong analytical, reporting, and documentation skills
Ability to support training and capacity building for field staff and enumerators
Effective teamwork, problem-solving, and adaptability in field settings

Location: Cox’s Bazar (Five Upazilas: Cox’s Bazar Sadar, Ukhiya, Teknaf, Maheshkhali, and Kutubdia)

The Fisheries Livelihood Enhancement Project (FiLEP) is implemented by the Department of Fisheries (DoF) with technical and financial support from JICA, aiming to enhance the resilience and livelihood security of artisanal fishing communities in Cox’s Bazar. The Livelihood and Nutrition Component (FiLEP-LNC), implemented by Nature Conservation Management (NACOM), NewVision Solution Limited (NVSL), and Mukti Cox’s Bazar, targets 1,500 fisher households with a focus on: Livelihood diversification, Nutrition-sensitive interventions, Women’s empowerment, and Strengthened compliance with marine conservation measures
Within this framework, the Assistant MEAL Officer will support the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the FiLEP-LNC project. The position will ensure high-quality data collection, reporting, and analysis to track project outputs, outcomes, and impact. The role involves close collaboration with field staff and beneficiaries to maintain project integrity, support accountability mechanisms, and promote evidence-based decision-making. The position requires frequent field visits (approximately 40% of the time) to ensure accurate and ethical data collection.
Key Responsibilities
Monitoring & Evaluation
Support monitoring of fisheries, livelihood, and nutrition interventions.
Track key project indicators, including income, production, food security, and nutrition practices.
Assist in baseline, midline, and endline surveys.
Monitor implementation of MEAL systems, tools, and processes to ensure data quality and consistency.
Conduct data quality assessments, audits, and validation checks.
Data Collection & Field Monitoring
Collect data using digital tools such as KoboToolbox and ODK.
Conduct field visits, FGDs, KIIs, and beneficiary interviews.
Ensure ethical data collection and informed consent processes.
Data Management & Quality Assurance
Enter, clean, and validate project data.
Perform routine data quality checks.
Maintain organized and accurate beneficiary databases.
Accountability to Affected Populations (AAP)
Support project feedback and complaint response mechanisms.
Record, track, and follow up on beneficiary feedback and complaints.
Ensure confidentiality and timely resolution of complaints.
Reporting & Learning
Support preparation of monthly, quarterly, and donor reports.
Document lessons learned, best practices, and success stories.
Prepare basic tables, charts, and summaries for project reporting.
Coordination & Capacity Support
Coordinate with field staff for timely data submission.
Support training of enumerators and field staff on MEAL tools and methods.
Participate in review and learning meetings with project teams.
Assist the Senior MEAL Officer, Project Coordinator, and other team members as required.
Maintain strong liaison with local stakeholders, including government departments and community representatives.
Other Duties
Perform any other tasks assigned by the Senior MEAL Officer or Project Coordinator in line with project objectives.
Salary Range: BDT 45,000 – 50,000 (Negotiable based on experience)
