Experience:
Bachelor’s Degree in Business Administration, Supply Chain Management, Logistics, Finance, or a related discipline.
Professional training or certification in procurement or supply chain management will be considered an advantage.
Experience
Minimum 5 years of relevant experience in:
Procurement and logistics management, preferably in donor-funded or development projects
Preparation and processing of procurement documents (RFQs, ITBs, RFPs, contracts, purchase orders)
Logistics coordination, transportation, storage, and distribution of project goods
Asset and inventory management
Working with JICA or other international donors (highly desirable)
Field-level coordination with multiple stakeholders and project teams
Core Skills & Competencies
Strong knowledge of donor procurement rules, regulations, and compliance requirements
Practical understanding of supply chain, logistics, and inventory management
Excellent organizational, documentation, and record-keeping skills
Proficiency in MS Office applications and procurement tracking systems
Strong communication and negotiation skills in Bangla and English
Ability to work under pressure and manage multiple procurement processes simultaneously
High level of integrity, accountability, and attention to detail
Strong coordination and teamwork skills in multi-partner project environments

Location: Cox’s Bazar (Cox’s Bazar Sadar, Teknaf, Ukhiya, Maheshkhali, and Kutubdia)
Duration: 12-14 months
The Fisheries Livelihood Enhancement Project (FiLEP) is implemented by the Department of Fisheries (DoF) with technical and financial support from the Japan International Cooperation Agency (JICA). The project aims to enhance the resilience, livelihood security, and well-being of artisanal fishing communities in Cox’s Bazar through diversified and sustainable livelihood opportunities, nutrition improvement, women’s empowerment, and strengthened compliance with marine conservation measures. Under FiLEP, the Livelihood and Nutrition Component (FiLEP-LNC) is implemented by Nature Conservation Management (NACOM), NewVision Solution Limited (NVSL), and Mukti Cox’s Bazar, targeting approximately 1,500 fisher households across selected upazilas.
Within this framework, the Procurement and Logistics Officer will be responsible for ensuring transparent, compliant, and timely procurement and logistics services for all project activities. The position will ensure effective supply chain management, asset control, and logistical support in accordance with JICA guidelines/donor requirements, JV procurement policies, and applicable government regulations, thereby contributing to smooth and accountable project implementation.
Key Responsibilities
Plan, implement, and monitor procurement activities in line with JV procurement guidelines, JICA requirements, and approved project procurement plans.
Prepare and process procurement documents, including RFQs, ITBs, RFPs, purchase orders, and contracts in a timely and compliant manner.
Conduct market surveys, cost comparisons, and vendor evaluations to ensure value for money, fairness, and transparency.
Coordinate bid opening, evaluation, and approval processes while maintaining proper procurement documentation and audit trails.
Ensure full compliance with organizational policies, donor regulations, and relevant government procurement rules.
Maintain and regularly update procurement tracking systems and procurement files.
Manage logistics for project goods, equipment, and materials, including transportation, delivery, storage, and distribution to project sites and partners.
Coordinate importation and customs clearance processes, where applicable, in accordance with donor and government requirements.
Ensure timely delivery of goods and services to support uninterrupted project implementation.
Liaise regularly with suppliers, transporters, and service providers to address logistics challenges and ensure service quality.
Maintain accurate and up-to-date inventory and asset registers in compliance with project, organizational, and donor requirements.
Ensure proper tagging, tracking, storage, and maintenance of project assets and inventories.
Conduct regular physical verification of assets and inventories and report any discrepancies or losses.
Support asset handover, transfer, or disposal processes following JV and organizational guidelines.
Work closely with Finance, Administration, Project Coordinator, Team Leader, and partner organizations to ensure coordinated procurement planning and implementation.
Prepare periodic procurement, logistics, and asset management reports for management and donor reporting.
Provide procurement- and logistics-related information and documentation during audits, reviews, and donor missions.
Support orientation and capacity-building of project staff on procurement, logistics, and asset management procedures.
Ensure ethical procurement practices, maintaining confidentiality and avoiding conflicts of interest.
Identify procurement and logistics risks and recommend appropriate mitigation measures.
Ensure proper record keeping and document archiving for audit readiness and donor compliance.
Perform any other duties assigned by supervisors or senior project staff in line with project objectives.
Salary Range: BDT 60,000 – 65,748 (Negotiable based on experience)
