Experience:
Master’s degree in Public Health, Environment Eng., Civil Eng., Development Studies, or Social Sciences or another relevant field.
Minimum 7–10 years of progressive experience in development and/or humanitarian project management, preferably in the WASH sector.
At least 5 years of senior leadership experience managing multi-sectoral programs in partnership with multiple stakeholders.
Proven experience in designing, leading, and overseeing WASH interventions, including locally adapted technologies for safe water supply and climate-resilient sanitation.
Demonstrated capacity to manage complex, large-scale projects in challenging contexts, including hard-to-reach and CHT/Hill Tracts areas.
Strong experience in institutional partnership management, coordination with government departments, donor compliance, reporting, and financial oversight.
Excellent management and leadership skills, with the ability to provide strategic direction, technical oversight, staff mentoring, team building, workplan development, and budget management.
Experience in capacity building and delivering training to diverse audiences, including government counterparts, partners, and community stakeholders.
Strong English communication skills (written and verbal), including proposal writing and donor reporting.
Proficiency in MS Word, Excel, PowerPoint, and other relevant project management and reporting software.

Job Context:
The Project “Access to and Utilization of Lifesaving Services by Access to and Utilization of Lifesaving Services by Marginalized Communities in Chittagong Hill Tracts in Bangladesh” seeks to restore and scale up essential nutrition, WASH and livelihood services in the three hill districts — Bandarban, Rangamati and Khagrachari. The project focuses on enhancing community resilience, ensuring that marginalized ethnic and rural populations have equitable access to lifesaving interventions and strengthening local systems for sustainable service delivery. Friends In Village Development Bangladesh (FIVDB) will be the Technical Lead for WASH under the consortium leadership of Helen Keller Intl and work closely with implementing partners and government stakeholders to ensure coordinated, high-impact programming across the three CHT districts.
Job Summary:
As the organization’s role of providing technical assistance to the implementing partners in the field of WASH, the MEAL Officer will design, implement, and manage monitoring, evaluation, accountability, and learning systems for the project for WASH component. S/He will ensure timely, accurate, and quality data collection and reporting to measure project outputs and outcomes for WASH related outcome. The role will also facilitate learning, adaptive management, and knowledge sharing, supporting both the Implementing Partner and FIVDB technical oversight.
Key Responsibilities:
Monitoring & Data Management
Design and implement MEAL and reporting tools, systems, and frameworks to track project performance and outputs.
Conduct field visits to monitor project implementation, quality and verify data accuracy.
Collect, analyse, and report quantitative and qualitative data to inform project decisions including GIS based location mapping for WASH components.
Evaluation & Learning:
Conduct assessments and evaluations to measure project effectiveness, sustainability, and community satisfaction.
Facilitate learning and reflection sessions with project staff, implementing partner staffs, communities, and stakeholders.
Support knowledge management and documentation of lessons learned for continuous improvement.
Accountability & Reporting:
Ensure accountability to beneficiaries through community feedback mechanisms.
Prepare regular MEAL reports for the Lead organization, FIVDB, and relevant government or donor stakeholders.
As part of quality assurance ensure compliance with WASH standards, government regulations, and donor requirements.
Prepare regular success stories, most significant changes in the relevant outcome.
Capacity Building:
Provide guidance and support to implementing project staff and community structures on MEAL practices.
Strengthen the capacity of the Implementing Partner in data collection, monitoring, and reporting, GIS Location of Water and Sanitation points.
As per the project policy of FIVDB and the budgeted provision of this project.
