About Project
The SHIKHA project under Social Compliance Programme aims to strengthen prevention and response to all forms of gender-based violence (GBV) at the public and workplaces in Bangladesh through legislative change and effective enforcement, strengthening systems and addressing harmful social norms and gender stereotypes. The project will work in Dhaka, Gazipur, Chattogram, Barisal, Narayanganj and Rajshahi districts in 250 workplaces, 270 educational institutions, public places, digital platforms and with the Government of Bangladesh.
Job Purpose:
The Project Manager will lead the planning, implementation, and oversight of the SHIKHA Project, ensuring high-quality delivery of activities, efficient resource utilisation, and compliance with donor requirements. The role will drive evidence generation on sexual harassment and GBV, strengthen partner and stakeholder engagement, and support advocacy and policy influence at national and local levels.
Key Responsibilities:
Project Planning & Implementation
Lead the development and revision of project implementation plans, annual work plans, and budgets in collaboration with implementing partners, ensuring alignment with donor requirements.
Coordinate with partners to support implementation processes, including work plan development, monitoring, and mobilisation of technical support.
Ensure interventions are delivered on time, at high quality, and within approved budgets, optimising resources for cost-effective outcomes.
Monitoring, Evaluation & Evidence Generation
Collaborate with MEAL and Communication teams to develop M&E frameworks and SBCC materials in line with BRAC and donor guidelines.
Monitor project performance and ensure visibility of achievements at community, partner, and central levels.
Generate evidence on sexual harassment and GBV through documentation to support advocacy and policy initiatives.
Reporting & Capacity Building
Prepare high-quality donor reports, providing guidance, improving protocols, and ensuring timely submission.
Build the capacity of project staff to strengthen implementation efficiency, compliance, and quality standards.
Team Leadership & Organisational Collaboration
Lead the project team as a high-performance unit, fostering accountability, collaboration, and achievement of objectives.
Collaborate with organisational divisions—including people management, quality improvement, finance, compliance, and internal communications—to support effective project execution.
Stakeholder Engagement
Engage with district administration authorities and liaise with relevant government ministries (MoWCA, MSW, MLJPA) to support advocacy and policy influence.
Ensure effective coordination with partners, donors, and stakeholders to enhance project outcomes and sustainability.
Financial Management & Compliance
Oversee project finances in coordination with Deputy Managers – Budget & Finance and Financial Monitoring, ensuring expenditures align with approved budgets.
Take appropriate measures for non-budgeted expenditures while maintaining accountability, transparency, and donor compliance.
Safeguarding Responsibilities:
Ensure the safety of Programmeme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programmeme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Educational Requirements:
Master's Degree in any relevant discipline (Social Sciences, Development Studies, Gender Studies, Law). Professional certification in Project Management (e.g., PMP) is preferrable.
Experience Requirements:
Minimum of 8 years of experience in NGO/international development, with at least 5 years in project management.
