Job Responsibilities:
∎ Strategic Planning and Implementation:
∎ Support the implementation of BRACs HCMP goals as laid out in the Strategic Action Plan and Joint Response Plan in line with the BRAC Strategy in coordination with the HCMP Leadership Team. In addition, update sectoral programmes, and sector strategies while remaining relevant to evolving contexts and operational effectiveness.
∎ Lead roll out of all strategic programming initiatives of Shelter, Site Management, GFA, and DRR including but not limited to Research and Development.
∎ Oversee the development of donor and programme/ sector strategies, including the integration of disaster risk reduction and advocacy.
∎ Contribute toward the strategic direction of the response and sector strategies through the influence of and leadership within inter-agency coordination forums.
∎ Oversee the implementation and monitoring of the HCMP Strategic Action Plan.
∎ Programme Development:
∎ In coordination with the HCMP Leadership Team, HCMP Grants, PDDR Team, proactively contribute to design and implement fundraising strategies, incorporating donor mapping and communication plans, to ensure that programmes/ sectors are adequately financed.
∎ Support the Grants and Programme Quality/ monitoring and evaluation team to ensure that high quality, evidence and needs-based project proposals are developed, according to the Proposal Flowchart and in compliance with donor regulations as well as within the parameters of the Joint Response Plan and HCMP Strategic Action Plan.
∎ Actively participate in management meetings with HO Staff for overall programme development and give necessary recommendation if and while new project proposals are made and contribute to accelerate effectiveness and efficiency and development scope of projects before & during going for the implementation stage.
∎ Programme Implementation:
∎ Support the Sector leads and Technical Team to ensure that programme implementation is managed closely through the development of structured work-plans and approved monitoring plans based on project proposals/Joint Response Plan.
∎ Supervise & Guide Construction Team so as to confirm cross-cutting supports to all sectors/ programmes to provide structural support as required.
∎ Provide the HCMP leadership team with accurate and up to date advice of developments and opportunities in programme and project implementation together with necessary recommendations for action.
∎ Guide and supervise SMS Coordinator, provide necessary guidelines for smooth camp management and coordination and also provide prompt guidelines to Site Management Support Team, Disaster Risk Management Team, and Branch Operation to face and take preventive actions during disasters, and any emergency.
∎ Support the Programme Quality Coordinator in developing, rolling out and monitoring the use of a programme-wide monitoring and evaluation strategy and tools for the collection and analysis of programme information (qualitative and quantitative) to inform all stages of the project cycle and increase shared learning internally and externally.
∎ Support the development of a Partnership Strategy, development of required strategy implementation tools and identification of potential national civil society organization partners.
∎ Leading and overseeing the implementation of a coherent and strategic emergency response by setting the strategic vision and direction for the team.
∎ Ensure the provision of appropriate technical assistance from BRAC's technical units, or partner agencies as necessary.
∎ Monitoring and Evaluation:
∎ Ensure plans are made with key milestones and measurable outcomes and track progress to adjust to meet overall objectives.
∎ Guide the Technical Support Unit and Construction Team to monitor shelter and construction activities effectively and efficiently.
∎ Closely monitor site management support activities and provide necessary guidelines to SMS Coordinator for smooth camp coordination, camp management, and quality of all programmes' activities being in the right track.
∎ Monitor progress reports of Shelter, DRR, GFA and Site Management projects regularly and ensure progress reports and updates disseminated to donors timely.
∎ Safeguarding:
∎ Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Additional Requirements:
∎ Minimum 10 years of experience in senior management roles working in complex protracted emergencies and in challenging work environments.
∎ Enormous knowledge of national and international humanitarian issues, core humanitarian standard and principles, coordination mechanism, humanitarian reform, humanitarian programme cycle, National and international statue relating to disaster management etc
∎ Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
∎ Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams..
∎ Sound knowledge on project management, budget management, fundraising, programme development and M&E.
∎ Excellent leadership, people management, interpersonal and negotiation skills with a demonstrated ability to develop harmonious and high-performing teams.
∎ Strong diplomacy skills; ability to establish and maintain good working relationships with partners, donors and other stakeholders in a sensitive environment.
∎ Effective communication and presentation skills.
∎ Excellent skills in managing large scale programmes with high-value budgets from a diverse range of donors.
∎ Have computer skills with all Microsoft Office programs (MS Word, PowerPoint, and Excel).
∎ Excellent influencing, negotiating and communication skills.
∎ Excellent organisation, and coordination skills.
