Educational Requirements:
∎ Master of Social Science (MSS) in relevant field, preferably in international development, economics or any development studies.

Job Context:
∎ Position Start Date: July 1st, 2021.
∎ Duration: 12 months
∎ Location: Ukhiya, Cox`s Bazar, Bangladesh
∎ The Field Coordinator reports directly to the Deputy Country Representative and is in charge of representing TdH and of implementing TdH projects in its geographical zone. S/he is responsible for staff management, finance and logistics, implementation of activities, project development, reporting, coordination with local Government authorities, camp management, and stakeholders, and ensure security measures.
∎ The Field Coordinator will work in direct collaboration with the mission personnel and interface directly with the Deputy Country Representative, as appropriate for programme strategy, reporting, and administration. (S)he will have direct access to confidential information, such as the general strategy of Tdh in Bangladesh, including programming objectives in the field, financial details, and security guidelines.
∎ A professional sense of security, confidentiality, and proper representation is paramount.
∎ The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes, Tdh Child Protection Policy, Bangladesh laws, policies and constitution.
∎ Terre des hommes expects that its contractors` professional conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.
∎ Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Job Responsibilities:
∎ Management:
∎ Supervises the Project Managers, Admin/Finance Manager, Logistic Manager, HR team Leader and l Tdh staff resources as posted in Ukhiya, Cox's Bazar
∎ Receives updates and makes recommendations to the Deputy Country Representative, Administrative and Logistics Coordinators concerning programme, security and administrative issues.
∎ Programs Strategy and planning:
∎ Manages programming aspects of the Ukhiya operations in line with Tdh and donors' standards.
∎ In collaboration with the Deputy Country Representative, designs strategies and objectives for improved support to beneficiaries.
∎ Participates in the review of the strategy for Tdh in Bangladesh.
∎ Ensures the representation towards stakeholders in Ukhiya.
∎ Implementation of Projects:
∎ Acts as the instrument of management and facilitation for programme activities; ensures proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members.
∎ Follows and ensures respect of programme action plans; facilitates exchange and troubleshooting; follows up on Country Representative orientations.
∎ Contributes to proposal drafting as requested; review and edit final versions.
∎ Facilitates coordination among key staff members of Programmes, Administration and Logistic teams in Ukhiya.
∎ Organises internal coordination meetings and workshops for cross-departmental issues and planning purposes in Ukhiya.
∎ Participates to internal coordination in Ukhiya addressing operational highlights.
∎ Organises, maintains, and supports a 'back up' system for key Tdh staff for coverage during work absences. Networks with other NGOs and entities in the interest of information sharing and best practices. Budget, technical tools
∎ Mobilizes the material and financial resources necessary for programs to run smoothly and supervises resource management.
∎ Monitoring and Evaluation:
∎ Supports project managers in designing and implementing a monitoring and evaluation system in coordination with the MEAL Manager to evaluate project results and make recommendations for future programme directions.
∎ In collaboration with the project managers, ensures daily monitoring of activities.
∎ In coordination with the Deputy Country Representative, monitors and evaluates monthly project progress and makes recommendations to Country Representative.
∎ In collaboration with the delegation team, HQ and resource persons ensures follow up on technical remarks.
∎ Facilitates the external evaluation as required by management and integrates recommendations in work plans.
∎ Produces a monthly report and submit it to the Deputy and Country Representative.
∎ Using field perspective, integrates context assessment of Ukhiya into reporting and communications; identifies geopolitical trends and indicators which may impact programme activities in Bangladesh.
∎ Coordinates, prepares and elaborates institutional donor reports for submission to the Deputy Country Representative.
∎ Ensures timely submission of monthly Situation Reports by Project Managers.
∎ General Administration and Logistics for Ukhiya Base:
∎ Maintains signatory schedule for purchase and payment authorisations.
∎ In collaboration with the Finance Coordinator and Deputy Country Representative, reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations. Highlights any differentials between planned project spend and actual.
∎ Respects transparent management procedures as defined in the Tdh Bangladesh Staff Regulations and in accordance with the salary scale.
∎ Human resources management:
∎ Works with the HR coordinator to encourage, empower and develop capacity of Tdh staff.
∎ Raises any questions to the Country Representative and/or the HR manager regarding Tdh compliance with basic requirements of the local law in respect to employment conditions and related matters.
∎ Leads and manages staff working in Ukhiya offices and field, encouraging effective teamwork and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.
∎ Coordinates with the Deputy Country Representative and the HR coordinator to assure accurate leave all staff working in Ukhiya and implement annual plan of staff leave days.
∎ Assists the any expatriate managers in staff resource planning: job descriptions, recruitment, induction and training for all staff as appropriate.
∎ Ensures regular performance appraisals and encourages the personal development plans and the identification of training needs.
∎ Ensures that project managers conduct disciplinary and grievance procedures and exit interviews, as necessary.
∎ Ensures that the safeguarding procedures are known and understood by all staff in Ukhiya and supports any staff members to report a grievance or make a complaint using the TdH system ([email protected]).
∎ Security:
∎ Respects Terre des hommes security procedures in Bangladesh and verifies with Logistic Coordinator regarding readiness in adherence.
∎ Insures, in coordination with the Logistician and with the support of the Country Representative, that Tdh national and expats staff are aware of Tdh security procedures and follow them.
∎ Receives primary indications for security matters from the person in charge of Security and from a variety of other sources (Inter-agency coordination, INGOs, staff, beneficiaries) and share relevant information with the rest of the team.
∎ In Ukhiya, (s)he leads the update of 1. Security plan documents, 2. Reporting of staff lists for UN evacuation plan, and 3. Existence and correct update of emergency kits.
∎ Makes recommendations to the Country Representative regarding security issues, including enacting hibernation and/or evacuation plans.
∎ Representation:
∎ Ensures overall Tdh coordination with the UN agencies, local government authorities, Camp Management and other stakeholders in Ukhiya and operational representation where relevant and necessary in Ukhiya, including the sharing of information and reporting.
∎ In coordination with the Deputy and Country Representative, guarantees that all formalities required by the government, UN agencies and donors are prepared properly, kept up to date, and presented punctually.
∎ Attends or delegates attendance to appropriate external humanitarian meetings, both general and sector, and UNO coordination meeting in order to ensure Tdh's goals and activities are shared with humanitarian partners.
∎ Acts as the local Tdh focal point for monitoring visits and local queries posed by donors.
∎ Corporate Policies, Management Systems and Procedures:
∎ Contributes towards promoting and adhering to Terre des hommes' Charter, Code of Conduct and Operating Principles.
∎ Child Protection Policy:
∎ Commits to respect the Child Protection Policy.
∎ Commits to ensure the best implementation possible of the Child Protection Policy in Ukhiya, including participation in annual audit, and reviews and updates of action plan.
∎ Commits to inform the Country Representative and/or the Child Protection Technical coordinator and/or the Desk Officer and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.
∎ Priorities for the first 3 months:
∎ Induction with team members, coordinators, Senior Management at base, country, and HQ level.
∎ Acquire Knowledge of district and sub-district socio economical context.
∎ Understand development and humanitarian programmes of TdH in Ukhiya subdistrict and mega camp.
∎ Review of government policies, district comprehensive development plan, Tdh strategies and polices.
∎ Introduction to the main donors, UN Agencies, local government authorities, camp management and stakeholders
∎ To ensure all the tools for programs management and implementation are in place and updated
∎ Any other assignment identified by the Deputy Country Representative and the Country Representative at the contract starting date.

Additional Requirements:
∎ This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC). In particular:
∎ Management of multi sector program(s) with child protection, youth empowerment, skill development, WASH and/or health components
∎ Extensive experience in all aspects of team management based on effective planning and communication.
∎ Excellent writing, reporting, communication and negotiation skills in English and Bengali.
∎ At least 3 years' experience in a similar position/high management position in the field, six years' total experience in humanitarian response.
∎ Work experience in rural conflict affected areas.
∎ Previous budget responsibility of 2 million € per year.
∎ Significant knowledge and experience in project cycle management as well as logistics, admin, human resource and finance.
∎ Significant knowledge of international humanitarian response, policies, guidelines and donors
∎ Experienced in camp settings, subdistrict and district level operation and working modality in Bangladesh.
∎ Ability to multitask and deal with stressful situations in an intercultural environment.
∎ Skills in creating and developing a good working environment and team cohesion.
∎ Flexible and able to adapt quickly to fast pace complex dynamics and changing context, you have cultural sensitivity and experience working in conflict sensitive areas. Responsive, motivated, proactive and able to work on own initiative.

Salary: Tk. 265594 (Monthly)
