1. 8–10 years of experience in BOQ preparation, tender submission, billing and cost control

2. Strong experience in both government and private sector tendering

3. Sound knowledge of BNBC, Government Rate Schedules (PWD, LGED, RHD) and FIDIC or similar contracts

4. Advanced proficiency in MS Excel, AutoCAD and estimation software

This position is responsible for leading quantity surveying, cost estimation, tender submission, billing and financial control functions for civil construction projects.

1. BOQ & Cost Estimation

   • Prepare and finalize detailed BOQs from drawings and contract documents

   • Lead cost estimation, rate analysis and budget control

   • Ensure alignment of project costs with approved budgets

2. Tender Management

   • Lead end-to-end tender preparation and submission (technical & financial)

   • Analyze tender documents and commercial conditions

   • Coordinate pricing strategy and attend clarification/ negotiation meetings

3. Billing & Financial Control

   • Prepare and verify client IPCs, final bills and subcontractor payments

   • Monitor cash flow, revenue forecasts and cost deviations

   • Manage variations, claims and monthly financial reporting

4. Project Cost Monitoring

   • Conduct site visits to verify quantities and progress

   • Track actual cost vs. budget and provide forecasting and risk analysis

   • Propose value engineering and cost-saving measures

5. Team Supervision

   • Supervise and mentor junior QS/BOQ engineers

   • Review quantity take-offs and cost calculations

   • Assign tasks and ensure timely, accurate deliverables
