Job Context:
∎ BLAST is looking for a dynamic, high-achieving individual with a track record of dealing with overall control of HR and administration of BLAST ensuring HR and administrative support for implementation of operational strategies, policies and plans vis-a-vis action plans for achieving organizational goals. In this connection the incumbent will manage and ensure office management, facilities management, purchasing, inventory control, transport management, safety and security management and support services at Head Office and overseeing this for the Unit/Project Offices, as well as supporting and guiding a HR team.
∎ The selected person should be able to join on 1st April 2020.
Job Responsibilities:
∎ Provide strong leadership in managing the HR & Administration team.
∎ Ensure HR and Administrative support to the head office, unit offices and all projects, through advice and decisions, on timely recruitment, procurement and logistical support.
∎ Guide management and employee actions by developing, writing, and updating HR policies and procedures, methods, systems and practices; communicating and enforcing organizational values.
∎ Lead the HR teams in the formulation and review of HR policies and guidelines from time to time.
∎ Ensure compliance with legal requirements; and advising management on needed actions.
∎ Contribute information, analysis, and recommendations to organization strategic thinking and direction; establish human resources objectives in line with organizational objectives.
∎ Manage human resources operations by ensuring recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; managing compensation; determining productivity, quality; designing systems; resolving problems; implementing change.
∎ Maintain performance appraisal system.
∎ Implement human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation and benefits, training and development, records management, safety and health, succession planning, employee relations, retention, and compliance.
∎ Draw up training and development programs and action plans in consultation with other heads of functions.
∎ Ensure development and implementation of annual HR & administrative budget by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; in collaboration with the finance team developing action plans, measuring and analyzing results.
∎ Ensure adherence to approved budget with minimum deviation, initiate corrective actions.
∎ Oversee administrative functions to ensure efficient and consistent operations of the organization.
∎ Formulate finalize and implement quarterly procurement plans, in consultation with Programme/Project Heads and ensure effective and efficient procurement by supervising timely implementation of the same.
∎ Negotiate and manage contracts, oversee property management and ensure compliance with legislation.
∎ Ensure accurate inventory of all asset and property in HO and Unit Office (Inventory Control) and regular updating of the asset inventory in coordination with Procurement, Finance and respective projects.
∎ Supervise proper documentation of project and legal papers.
∎ Ensure appropriate level of liaison and coordination with different government offices, partners/NGOs, community and civil society.
∎ Ensure fund clearance activity from NGO Affairs Bureau and other government entities.
∎ Facilitate and ensure the smooth and timely approval of project proposals by appropriate authority, when required.
∎ Perform any other tasks as and when required by the management.
Additional Requirements:
∎ Demonstrated experience and capacity in Human Resource Management and Administration as a leading position preferably in NGO/INGO.
∎ Awareness of legal issues.
∎ Good interpersonal skills.
∎ Ability to work autonomously and in teams, take initiative, manage priorities.
∎ Ability to optimize teamwork, learning and efficiency.
∎ Excellent communication skills in both English and Bangla.
∎ Proficient in MS Office (MS Word, MS Excel, MS PowerPoint), email and internet.
