Educational Requirements:
∎ Four-year Honors/ three-years Bachelor's Degree in any discipline from a recognized university with at least 2nd class/Division or CGPA minimum 2.25 out of 4.00/minimum 2.82 out of 5.00 in any examination
∎ Must have Computer proficiency in MS office.
∎ Preference will be given to candidates with a minimum of 2 years of experience in a similar field.
∎ The ability to work under pressure is essential.
∎ Willingness to work in any location within the country is required.

∎ Organizational Context and Scope
∎ The Government of the People`s Republic of Bangladesh (GoB) is implementing the "Recovery and Advancement of Informal Sector Employment (RAISE): Reintegration of Returning Migrants" project with a soft loan from the World Bank. Under the project, the Wage Earners` Welfare Board (WEWB) has taken the initiative to set up a reintegration program for returnee migrants.
∎ OKUP is a rights-based migrant organization. OKUP promotes and protects human rights, labour rights, justice and dignity of all migrant workers irrespective of gender, across borders, through putting migrants` perspectives at the center of migration discourse at all levels through unity and empowerment of migrant workers themselves.
∎ The International Organization (IOM) in Bangladesh as the lead consultant, in partnership with Ovibashi Karmi Unnyan Program as sub-consultant, will support WEWB with the implementation of counseling and migrant workers welfare services through the establishment and operation of Welfare Centres (WCs) in the 5 selected districts in Bangladesh. The major activities under the WCs are to identify and select returnee migrant workers (as per selection criteria), provide psychosocial counseling, linkage of beneficiaries to needful support and services from the respective service provider organizations, and provide cash incentives to the selected beneficiaries.
∎ OKUP is seeking suitable 5 Deputy Counsellor to support Wage Earners` Welfare Board (WEWB) with the implementation of counseling and migrant workers welfare services through the establishment and operation of WCs in Faridpur, Gopalganj, Munshiganj, Narsingdi and Sunamganj districts.
∎ Under the overall guidance of the Project Management Unit (PMU), Assistant Director (AD) and Programme Specialist (PS) from IOM, and direct supervision of the Project Coordinator from OKUP the Deputy Counselors will be responsible for the tasks mentioned under Section 3.
Job Responsibilities:
∎ Assist the counselors with the overall field level project implementation by facilitating project plan activities (meetings, events, training). in close coordination with the PMU, PS and other Welfare Center staff
∎ Assist in screening and registration of the project beneficiaries, data entry in the Reintegration Management Information System (RMIS), logistical arrangements and administrative task within their areas of responsibility.
∎ Participated in comprehensive training on gender responsive reintegration counseling including case management and referral mechanism.
∎ Under the supervision of the Counselor, Provide Psychological First Aid (PFA) support of the to the selected returnees and refer them to need-based psychosocial and and other health services available with different institutions/organizations
∎ Under the supervision of the Counselor, provide counseling on available services, including referrals to relevant services for reintegration, re-migration, or others.
∎ Assist in maintaining and monitoring project related progress, data, information and records to support with preparing reports and monitoring of beneficiaries.
∎ Carry out travel within the country as required to support implementation of the assigned task
∎ Ensure post referral monitoring and follow of the beneficiaries to ensure access to the services
∎ Assist in implementation of field level campaigns and community mobilization activities
∎ Prepare lists of the beneficiaries eligible for cash incentive.
∎ Perform other duties assigned by Assistant Director (welfare center in charge), PMU and Project Coordinator of OKUP .
∎ Ensure 100% standards in financial and logistical management to meet accountability and transparency.
∎ Represent OKUP when and where necessary.
