Job Context:
∎ About Terre des hommes:
∎ Terre des hommes Foundation (Tdh) is the leading Swiss INGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh interventions are focused on the three programs: Health, Migration and Access to Justice particularly for vulnerable children. Tdh Foundation has a transversal approach towards Child Protection programming and it cuts across all the thematic areas while also has been considered as one of the key value propositions in its business model. The Child Protection expertise within Tdh Foundation aims to develop high quality, evidence-based knowledge and know-how adapted to fragile contexts, conflict zones, and development to improve the protection of children`s rights and their right to protection from all forms of violence (art 19, 34 CRC) in collaboration with and in support of the three core programs. The Tdh Foundation global strategy 2021-2024 specifies that the will have demonstrated that rights-based participation, empowerment, and active involvement of children and communities in defining and implementing responses are essential to improve child protection.
∎ Context:
∎ Tdh is working in Bangladesh since 1974, with operations in Kurigram district, Dhaka district and Cox Bazaar district. Currently, Tdh is implementing programs on Health, Access to Justice (social cohesion and conflict resolution) and Migration, integrated by the transversal expertise WASH and Child protection. Tdh interventions in Bangladesh are both in development and emergency context.
∎ Following the massive displacement of more than 800,000 people into Bangladesh since the end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on Health, WASH, Child Protection and Social cohesion. Alongside, Tdh is implementing the CLARISSA project in Dhaka slums aiming to build a strong evidence base and generate innovative solutions to the worst forms of child labour (WFCL) and will explore how to take these solutions to scale.
∎ Tdh in Bangladesh has started the process of integration of emergency and development approaches and aims to capitalize its institutional learning for further programme expansion and to create critical pathways for evidence-based advocacy.
∎ Purpose of the Post:
∎ The quality, effective and efficient management of Tdh`s CP and outreach component of the project at all stages of the project cycle that is being implemented through partner organization.
∎ Direct supervision and support of the CP and outreach activities in Multi-Purpose Community Center, Primary Healthcare Centers, and in the camp setting.
∎ Working in close collaboration with the CP, outreach and support team of the partner organization, ensuring timely and quality implementation of CP and outreach activities, ongoing technical capacity building of the partner and of the program activities.

Job Responsibilities:
∎ Main Responsibilities and Tasks
∎ Project Cycle Management
∎ Contribute and feed into project design stage through facilitating and coordinating internal and interagency technical needs assessments, drawing lessons learned from previous or external interventions, staff and community consultations (including with children)
∎ Contribute to project development through narrative writing of concepts notes and proposals, log frame indicator and target, budget, workplan, procurement and monitoring & evaluation plans development.
∎ Lead on implementation of project activities through following-up on workplans, expenditure, procurement, progress against indicators and capacity needs.
∎ Address difficulties to implementation of activities through field visits, staff discussions, problem solving and regular discussion with the partner as per the project need.
∎ Contribute to learning through ongoing and end-of-project monitoring and evaluation and develop an action plan in this regard (qualitative and quantitative)
∎ Ensure quality implementation of CP and Outreach activities, including contribution to the development of technical tools and materials (CM, PSS, community-based outreach, gender) .
∎ Ensure strong coordination and collaboration with WASH and Health components of the project and achieve the cumulative targets and goal of the project.
∎ Staff Management and Capacity Building
∎ Closely supervise and if necessary to manage the recruitment process with HR for positions in the team, including drafting technical tests, interview questions and following-up on screening, short listing, interviews and job offers following the organization policy.
∎ Ensure all new staff including volunteers, outreach workers receive a quality, standard and comprehensive induction on CP, Child Protection PSEA , and Code of Conduct .
∎ Ensure all staff in the team have a personalized capacity building plan that includes both CP technical competencies and professional competencies and receive regular feedback on their performance with recommendations for improvement.
∎ Ensure that child protection principles, CPMS and Tdh's Child protection in Humanitarian crises policy are being incorporated into all aspects of implementation.
∎ Provide technical support to the partner organization through formal training and on-the-job supervision, coaching and mentoring
∎ Monitor performance of team members on the job, providing coaching, mentoring and linking them to training opportunities when needed.
∎ Support team members to positively address disagreements / resolve disputes and ensure staff care.
∎ Provide Capacity Building Support to Partner
∎ Initiate and ensure partner capacity assessments and contribute to the drafting and finalization of the capacity building plan
∎ Support in Drafting/update Job Descriptions of partner organization staff members ensuring standardization through the relevant technical support staff.
∎ Prepare project-specific implementation plan, reporting templates and tools for partners as need arises.
∎ With guidance from the respective technical staff members, provide support to partners with implementation of HR, Finance, Logistic and other relevant polities.
∎ Provide guidance and coaching/ necessary technical assistance to partners throughout project implementation
∎ Ensure partners networking with other stakeholders and presence in project related workshops, trainings, seminar and meetings arranged by Tdh and relevant stakeholders
∎ Conduct kick-off meeting and close-out meetings of the project to communicate grant-specific information and main requirements to the partner
∎ Liaise between partners staff member and different technical team members of Tdh like CP Coordinator, Psychologist, PSS, Outreach, Health, WASH and support departments
∎ Contribute to the preparation of partner training plan for designed period and accordingly ensure proper implementation by them.
∎ Arrange monthly coordination meeting between partner organization and Tdh management and execute the decisions of the meeting in the implementation process.
∎ Follow up on partners' projects activities
∎ Prepare the MOUs, including all relevant annexes, for partners' projects.
∎ Extract relevant information from partners' proposals and reports to feed into output trackers, situation reports, donor reports and proposals, while respecting the confidentiality of sensitive information
∎ Act as a focal point for partners' questions and queries and facilitate the flow of information between partners and other members of the partner support team
∎ In coordination with the MEAL team, check partners' reporting and triangulate project documentation to monitor project progress and take steps as deemed necessary in consultation with the technical team
∎ Keep track of all deliverables due from partners and make sure that they are received in time to keep in line with the project implementation plan
∎ Arrange monthly/quarterly coordination meeting with partner for project progress review as well as to meet any other compliance issues with the partner
∎ Make sure that the terms of the partnership laid down in the annexes to the MoU and scope of partnerships (SOPs) are followed. Anticipate any shortcomings and raise alert to higher management.
∎ Meet all the project related compliance (such as staff recruitment/deployment, procurement, budget management, formalities to implement activities at camp level and sector coordination) issues related to the partners.
∎ Report any security incidents involving partners within 24 hours and as early as possible .
∎ Maintain the day-to-day communication with partner organization management team and stay in regular contact with partners' field teams
∎ Reporting and Information Management
∎ Draft monthly, quarterly, interim or final internal donor and Government (FD 7) reports both narrative and quantitative
∎ Compile field information into reporting requests from the sector (5W, sector assessments/reports)
∎ Ensure the safe, confidential collection, storage, access and analysis of all CP data both hard copies and electronic in an orderly manner and in line with the protection principles .
∎ Support the case management team of Tdh and its partner to effectively and efficiently use of CPIMS+ and report/refer any urgent child protection cases as per the established referral pathway
∎ Prepare and oversee the implementation of Project Follow up tool (PFU).
∎ Archive (physical and electronic) all documents related to project in an orderly manner.
∎ Coordination and representation
∎ Represent Tdh at field coordination meetings including protection coordination meetings and advocate with the Government stakeholders and other agencies to address the protection risks and concerns at camp level.
∎ Ensure effective cooperation, coordination and representation of the project with local stakeholders including Government authorities in working areas for effective implementation of the project interventions.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Five years progressively responsible experience in Child Protection, preferably in humanitarian context
∎ Experience managing Child Protection projects, including donor and partner budget management
∎ Experience in working with partner organizations, partnership management, effective coordination, collaboration, and communication.
∎ Experience in managing large teams and coordinating with internal and external departments and government authorities and non-government stakeholders.
∎ Solid experience in emergency response at the camp set up.
∎ Programmatic experience in CP case management, PSS, PM+, gender and disability is mandatory
∎ Full written and oral English and Bangla proficiency is a must, Chittagonian or Burmese is a plus.
∎ Experience developing Child Protection proposals, internal and external report drafting
