Responsibilities & Context:
∎ Coordinate with all important stakeholders in the field/ camp such as CiC, Site Management, Local and Govt. Authorities (UNO), UP Chairman, UP members, local Leaders, Law enforcement agency, Forest Department as well as Majhis, especially on necessary documents/ approval submission, ensuring permission and other certification (FD6/7 Approvals, Donor Approvals etc.) if and when necessary for smoothening the execution of any project in the field/ camp
∎ Support and facilitate internal and external field visits
∎ Coordinate with all the sectors both in the branch and camp level
∎ Conduct & coordinate weekly meetings with staff
∎ Approve and assist in documentation of bill vouchers, maintenance costs and office running costs associated with field staff as per Table of Authority
∎ Ensure required approval from Senior Management regarding office rent, warehouse and land and make sure the agreement is received on time
∎ Ensure proper documentation of the project report, CiC report, and UNO report
∎ Coordinate with HR, Procurement, Administration, Logistics, Security, and Finance & Accounts for the overall management of the branch offices
∎ Ensure leasing of Office, Staff residence, logistic hub- warehouse/ Yard, camp level programmatic structures etc.
∎ Ensure sitting arrangements and residential facility for eligible employees and ensure effective & efficient residence management
∎ Ensure effective & efficient canteen management and monitor on food/ service quality and take corrective measures as applicable
∎ Assist the Area Manager in formulating operational policies and strategies
∎ Plan and adopt a strategic approach to ensure admin and logistic support at the branch level
∎ Plan on operational activities by following up on a monthly, quarterly, and yearly basis to support all execution of projects’ activities at the camp/ field level
∎ Support and guide warehouses for smooth operations
∎ Support financial activities to ensure all cash management & distribution in coordination with Finance and Accounts
∎ Support the Internal Audit Team with the necessary information if and when necessary
∎ Prepare and disseminate audit & monitoring reports in coordination with the internal audit and monitoring team as asked by HCMP Management
∎ Prepare and provide reports on new staff joining, attendance, transfer, separation and any as requested by HRD
∎ Report to the area manager and concerned for any deviation or non-compliance observed within the area of responsibility
∎ Ensure dissemination of accurate information on capacity building, staff welfare with sector leads, HRD, and HCMP Management if and when necessary.-
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
∎ This position will be responsible for Identify the need for operational support to all projects to ease the implementation of all projects’ objectives. Identify the scope of creating a sound work environment with utmost discipline among field staff with operational and administrative support. Represent HCMP Management in the field to ensure BRAC values are adopted by HCMP staff in the field.
∎ Coordination with HCMP Programmes, GO, NGO and other Stakeholders:
