Job Context:
∎ About Terre des hommes:
∎ Terre des hommes Foundation (Tdh) is the leading Swiss INGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh interventions are focused on the three programs: Health, Migration and Access to Justice particularly for vulnerable children. Tdh Foundation has a transversal approach towards Child Protection programming and it cuts across all the thematic areas while also has been considered as one of the key value propositions in its business model. The Child Protection expertise within Tdh Foundation aims to develop high quality, evidence-based knowledge and know-how adapted to fragile contexts, conflict zones, and development to improve the protection of children`s rights and their right to protection from all forms of violence (art 19, 34 CRC) in collaboration with and in support of the three core programs. The Tdh Foundation global strategy 2021-2024 specifies that the will have demonstrated that rights-based participation, empowerment, and active involvement of children and communities in defining and implementing responses are essential to improve child protection.
∎ Context:
∎ Tdh is working in Bangladesh since 1974, with operations in Kurigram district, Dhaka district and Cox Bazaar district. Currently, Tdh is implementing programs on Health, Access to Justice (social cohesion and conflict resolution) and Migration, integrated by the transversal expertise WASH and Child protection. Tdh interventions in Bangladesh are both in development and emergency context.
∎ Following the massive displacement of more than 800,000 people into Bangladesh since the end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on Health, WASH, Child Protection and Social cohesion. Alongside, Tdh is implementing the CLARISSA project in Dhaka slums aiming to build a strong evidence base and generate innovative solutions to the worst forms of child labour (WFCL) and will explore how to take these solutions to scale.
∎ Tdh in Bangladesh has started the process of integration of emergency and development approaches and aims to capitalize its institutional learning for further programme expansion and to create critical pathways for evidence-based advocacy.
∎ PURPOSE OF POST:
∎ The main responsibility of the Accountability Officer will be to ensure that the Complaints and Feedback Mechanism is in place and is effectively implemented. The position will be based in Teknaf with a roving role between Teknaf and Ukhia. He/She will be responsible to fulfil requirements under the Tdh Operational Framework for Accountability to Affected Population, especially in regards to information sharing, beneficiaries` participation, complaints and response mechanism, and accountability in design, monitoring, and evaluation. The Accountability Officer will facilitate the implementation of the Complaints and Feedback Mechanism activities in line with the Standard Operating Procedures and will encompass a range of tasks.

Job Responsibilities:
∎ Design and ensure effective implementation of the Tdh accountability system (both proactive and reactive modalities), and enhance system efficiency and satisfaction of beneficiaries, partners, stakeholders, and donors.
∎ Ensure that Tdh staff and partner staff are trained in Core Humanitarian Standard/Accountability to the Affected Population concepts, tools, and systems and that they know and understand how CFRM works and what their role is;
∎ Operate/answer/listen, process, and respond to complaints and support beneficiaries who seek help through hotlines and other CFRM channels;
∎ Ensure that all complaints are channeled internally and to partners for review and respond timely for the higher level of satisfaction of beneficiaries.;
∎ Ensure that all beneficiaries can make complaints in confidence and with full privacy;
∎ Ensure a proper filling system for all the complaints and feedback received through the different channels;
∎ Ensure that sensitive feedback and complaints are channeled through the right process immediately;
∎ Ensure that beneficiaries can safely and easily access the Complaints and Feedback Mechanism;
∎ Ensure timely response to the complaints or feedback submitted by the beneficiaries;
∎ Conduct frequent spot-checks and verification visits to ensure the channels are functioning, resourced, and meet the CHS/ AAP standards;
∎ Review all complaints, feedback and response mechanisms on a periodic basis to ensure systems are accessible, relevant, and efficient;
∎ Participate actively in project review meetings by sharing trends and concerns of the affected populations;
∎ Compile key findings and trends and submit reports following a regular timeframe for management decision-making;
∎ Ensure respect for confidentially as well as Age, Gender, and Diversity in all steps of the Complaints and Feedback Mechanism process;
∎ Ensure a central database is maintained to document complaints and feedback received from all channels and periodically update data in order to produce reports on a weekly and monthly basis to superiors;
∎ Ensure that all complaints that are not addressed within two weeks, or sensitive feedback/complaints are followed up and escalated to management as outlined in the standards;
∎ Ensure that up-to-date programming and other relevant information is available and shared with people in need through hotlines, helpdesk, outreach, and other information-sharing platforms;

Additional Requirements:
∎ Age at least 25 years
∎ Knowledge of quality and accountability standards in the development and humanitarian sector.
∎ Minimum two (2) years of work experience in designing and implementing an Accountability system - specially a Complaints Feedback Mechanism or MEAL system in humanitarian programs.
∎ Speaking and understanding the local language is mandatory.
∎ Excellent and constructive oral and written communication skills in all areas (internal and external), active listening skills - English and Bangla.
∎ Good analytical skills.
∎ Excellent facilitation skills, and strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their age, gender, or other diversity factors.
∎ Excellent skills in ICT tools: Excel, Word, Powerpoint, Outlook, etc and good knowledge of KoBo SPSS, Stata, QGIS, toolbox, etc. and good experience in using databases.
∎ High commitment, engagement towards participation and empowerment, and respect.
∎ Listening capacities, written and oral communication skills, and ability to relate to affected. individuals and populations in a humble manner, listen and act on issues maintaining discretion.
