Additional Requirements:
  • Age At most 40 years
  • Minimum 5 years of relevant experience in the development sector; experience in humanitarian response, particularly in Cox’s Bazar, will be preferred.

  • Age may be relaxed for highly experienced and deserving candidates.

  • Experience in Rohingya humanitarian response, community engagement, protection, disability inclusion, or related development programmes.

  • Prior working experience in Cox’s Bazar will be an added advantage.

  • Strong coordination, communication, and negotiation skills.

  • Ability to work effectively with development partners, donors, government authorities, and other stakeholders.

  • Strong interpersonal, problem-solving, and active listening skills.

  • Knowledge of RDRS policies and procedures.

  • Understanding of community development, livelihoods, climate change adaptation, WASH, protection, DRR, tree plantation, and related sectors.

  • Experience in community mobilization, networking, and stakeholder liaison.

  • Fluency in Bangla, English, and Chittagonian (spoken).

  • Excellent written communication skills in Bangla and English.



Responsibilities & Context:

A.     Summary of Project

RDRS Bangladesh has been implementing the RDRS Emergency Response Program (RERP) in the Rohingya refugee camps and adjacent host communities of Cox’s Bazar since 2019. The programme aims to address the humanitarian, protection, and resilience needs of Forcibly Displaced Myanmar Nationals (FDMNs) and host communities through livelihoods and income-generating activities, environmental protection, tree plantation, climate resilience, youth capacity building, life skills, leadership development, and market linkage. RERP also promotes social cohesion, social inclusion, reforestation, and provides humanitarian assistance, including food, non-food items, WASH, health, and protection services.

 

B.     Summary of Position

Under the overall supervision of the Team Leader (RERP), the Technical Officer – Environment Protection will be responsible for planning, implementing, and coordinating environmental protection, food security, and climate change adaptation activities in the Rohingya refugee camps and host communities. The incumbent will work closely with volunteers, communities, and relevant stakeholders to promote environmental conservation, strengthen community resilience, and organize capacity-building and awareness initiatives for vulnerable populations. The duration of the contract will be up to 31 August 2026 with possibly of extension based on availability of the position.

 

C.     Description of Responsibilities

The Technical Officer – Environment Protection will:

  • Plan and implement project activities under the guidance of the Project Manager, with a focus on environmental restoration, tree plantation, and livelihoods.

  • Conduct needs and vulnerability assessments through FGDs, KIIs, surveys, and other participatory approaches.

  • Coordinate with the UNO, CiC, Site Development, Site Management Offices, and other stakeholders to ensure effective project implementation.

  • Maintain regular field presence (minimum four days per week) and oversee the Field Office and RDRS Camp Centre.

  • Build and maintain effective communication with communities and stakeholders to promote environmental initiatives.

  • Prepare and submit timely progress reports to RDRS and relevant government authorities.

  • Identify implementation risks and gaps and recommend appropriate mitigation measures.

Perform any other duties assigned by the Project Manager.
