Experience:
Bachelor's degree from an accredited institution in a relevant field.
Minimum of three years of relevant professional experience, preferably in development, governance, community engagement, or a related sector.
Experience supervising field staff, volunteers, or community mobilizers.
Preference will be given to candidates who are from and currently residing in the assigned project district, with a strong understanding of the local context, stakeholders, and communities.
Fluency in Bangla and professional working proficiency in English, with excellent verbal and written communication skills in both languages.
Demonstrated experience in report writing, documentation, and data management in both Bangla and English.
Strong digital literacy, including proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook), virtual communication platforms, and other digital collaboration and data management tools required for remote work and reporting.
Ability and willingness to travel frequently within the assigned district to support project implementation.

Overview:

The Carter Center's Rule of Law Program works in partnership with governments, civil society, and international and regional bodies to improve governance and transform lives through a meaningful right of access to information and justice.
The Carter Center Bangladesh Country Office's Rule of Law Program is seeking District Coordinator to support the implementation of programming that promotes women's access to information in Bangladesh. Positions are based in Rajshahi and Satkhira Districts. The role requires fluency in Bangla, professional-level proficiency in English, and the ability to travel and work throughout Bangladesh without restriction.
Key Responsibilities:
The District Coordinator will report directly to the Dhaka-based Program lead and will be responsible for overseeing the effective implementation of project activities in line with the approved work plan. The position will be supervised remotely, with occasional travel to Dhaka and site visits by the supervisor. The role requires frequent field visits within the assigned district and oversight of community-based Upazila Mobilizer to ensure quality and consistency in program delivery.
Specific responsibilities include but not limited to:
Program Implementation and Coordination (60%)
Coordinate and oversee all project activities within the assigned district.
Organize and facilitate community events, meetings, and awareness sessions involving community members,
local government representatives, and district-level stakeholders.
Lead discussions on RTI and gender-related issues, distribute project materials, and ensure proper documentation of activities, including photographs, attendance records, and meeting reports.
Supervise, mentor, and support Upazila Mobilizers, providing technical guidance and ensuring timely implementation of project activities.
Identify, document, share lessons learned, success stories, and best practices on a regular basis.
Represent The Carter Center at local forums, coordination meetings, and stakeholder engagements with prior approval from the supervisor.
Support the development of training content, resource materials, and capacity-building initiatives; facilitate training sessions for project staff and stakeholders as needed.
Monitor emerging trends, challenges, and opportunities related to access to information and women's engagement with RTI mechanisms and recommend responsive strategies.
Maintain effective working relationships and regular communication with government officials, civil society actors, community leaders, and project participants.
Promptly report significant developments, operational challenges, and security-related concerns to the designated Bangladesh Security Focal Point.
Monitoring, Evaluation, Reporting, and Learning (MERL) (20%)
Ensure timely, accurate, and complete documentation and reporting of project activities and results.
Review, organize, verify, and validate data collected from Upazila-level activities to ensure quality and consistency.
Maintain and regularly update the project's Monitoring, Evaluation, Reporting, and
Learning (MERL) database.
Analyze activity data and contribute to tracking project progress against established indicators and targets.
Prepare and submit weekly reports using The Center's approved templates, including activity updates, participation statistics, progress on proactive disclosure initiatives, RTI requests, and relevant success stories.
Maintain organized project records and supporting documentation in accordance with program requirements.
Administrative and Operational Support (20%)
Assist in the preparation and timely submission of bills, vouchers, and other required financial documentation.
Maintain accurate administrative records and supporting documents related to project activities.
Support the onboarding and coordination of local vendors and service providers in compliance with organizational procedures.
Provide logistical and operational support for project implementation as needed.
Perform other duties as assigned by the supervisor.

Contact Type and Duration: This is a Temporary Local Service Contract with a tentative duration from October 1, 2026, to February 28, 2027, with the possibility of renewal depending on performance evaluation and fund availability.
The position offers a monthly stipend of BDT 45,000 Gross which includes (Monthly allowance/remuneration 36,000. Monthly Local Conveyance Allowance: BDT 7,000 Monthly Internet & Communication Allowance: BDT 2,000. VAT & TAX deduction as per government rules.
