Responsibilities & Context:

The Senior Outreach Officer is a mid-level position responsible for providing need-based support for outreach, stakeholder engagement, coordination, and community engagement under the project. The position will support effective engagement with civil society organisations (CSOs), community-based organisations (CBOs), youth groups, academics, human rights defenders, journalists, marginalised communities, the Human Rights Platform, political parties, parliamentarians, local government representatives, relevant government ministries and agencies, and other key stakeholders.

Key Responsibilities

1. Coordination Support for Events and Dialogues

Assist in organising consultations, workshops, dialogues, meetings, validation sessions, and public events at the national, divisional, district, and upazila levels under the project. The position will coordinate logistical and administrative arrangements with minimal supervision, while ensuring a high standard of quality, professionalism, and timely delivery.

Specific Actions:

  • Develop, maintain, and update the project’s stakeholder communication database on a quarterly basis.

  • Prepare participant lists based on the stakeholder database and coordinate invitations, confirmations, and follow-up communications.

  • Prepare meeting briefs, agendas, minutes, and follow-up communications, as required.

  • Support the preparation and processing of requisitions and ensure timely logistical and administrative support for project activities.

  • Support the implementation of district-level outreach, consultation, and awareness-raising activities.

  • Coordinate outreach and engagement with journalists, media professionals, and human rights correspondents.

2. Support Advocacy and Community Engagement

Support the implementation of advocacy initiatives relating to NHRC reform, anti-discrimination, and human rights protection. Engage with vulnerable and marginalised communities to strengthen awareness of human rights mechanisms, available remedies, and complaint procedures at the divisional, district, and upazila levels.

Specific Actions:

  • Coordinate field travel, logistics, and related arrangements for outreach activities, consultations, and events.

  • Conduct regular field visits at the divisional, district, and upazila levels to engage with vulnerable and marginalised communities and relevant local stakeholders.

  • Support the facilitation of awareness-raising sessions on human rights, human rights mechanisms, and complaint procedures.

  • Assist in documenting community perspectives, case stories, concerns, experiences, and feedback to inform advocacy initiatives, policy recommendations, and project interventions.

  • Maintain effective communication and follow-up with community-based organisations and local stakeholders.

3. Media and Public Awareness Support

Support the implementation of public awareness, communications, and social media initiatives relating to human rights, NHRC reform, and Human Rights Platform activities.

Specific Actions:

  • Support the development and implementation of public awareness and social media campaigns on human rights, NHRC reform, and related project issues.

  • Coordinate outreach and engagement with journalists, media professionals, and human rights correspondents.

  • Assist in developing communication and visibility materials, including newsletters, social media content, event summaries, briefing materials, and other outreach materials.

  • Support the documentation and communication of project activities through reports, photographs, testimonials, case stories, and other communication outputs.

  • Support the dissemination of advocacy materials, including position papers, policy briefs, research findings, campaign messages, and other relevant publications.

4. Documentation, Monitoring, and Reporting

Support systematic documentation, monitoring, and reporting of outreach, stakeholder engagement, and advocacy activities.

Specific Actions:

  • Maintain accurate and up-to-date records of stakeholder engagements, meetings, consultations, field visits, and outreach activities.

  • Assist in preparing activity reports, monthly updates, event documentation, and inputs for donor and project reporting.

  • Support monitoring of outreach activities and track participation, reach, engagement, and other relevant indicators.

  • Ensure timely and systematic filing and archiving of outreach, communication, and event-related documents and materials.

  • Maintain appropriate records of stakeholder feedback and follow-up actions arising from consultations and outreach activities.

Other Responsibilities

Perform any other duties and responsibilities as may be assigned by BLAST management from time to time, consistent with the objectives of the project and BLAST’s mission, vision, policies, and organisational values.
