Responsibilities & Context:

Overview:

The Carter Center was founded in 1982 by Jimmy and Rosalynn Carter to advance human rights and alleviate human suffering worldwide. The Atlanta-based, non-profit, non-governmental Center has helped to improve the quality of life for people in more than 80 countries around the world. The Carter Center’s Rule of Law Program works in partnership with governments, civil society, and international and regional bodies to improve governance and transform lives through a meaningful right of access to information and justice.

The Carter Center’s Rule of Law Program is seeking Community Mobilizer to support the implementation of programming that promotes women’s access to information in Bangladesh. Positions are based in Rajshahi and Satkhira Districts. The role requires fluency in Bangla, professional-level proficiency in English, and the ability to travel and work throughout Bangladesh without restriction.

Key Responsibilities:

The Community Mobilizer will report directly to the Dhaka-based Program Officer and will be responsible for overseeing the effective implementation of project activities in line with the approved work plan. The position will be supervised remotely, with occasional travel to Dhaka and site visits by the supervisor. The role requires frequent field visits within the assigned district and oversight of community-based Upazila Facilitators to ensure quality and consistency in program delivery.

Specific responsibilities include:

  • Serve as a liaison between women seeking public information and relevant government information offices at the national and local levels.

  • Organize and facilitate community events and meetings, including engagement with upazila and district-level officials. Distribute Carter Center materials, lead group discussions on RTI and gender, and ensure proper documentation of activities (including photos and meeting notes).

  • Coordinate and maintain regular communication with key stakeholders, including government officials, community members, civil society, and project beneficiaries.

  • Support community members in accessing information and filing Right to Information (RTI) applications, in collaboration with Upazila Facilitators.

  • Represent The Carter Center at local forums and meetings, with prior approval from the supervisor.

  • Supervise, orient, and support Upazila Facilitators in their day-to-day work and provide ongoing guidance in implementing project activities.

  • Lead the development of content and training materials and provide training to Upazila Facilitators as needed.

  • Identify emerging trends, challenges, and opportunities related to access to information and propose innovative strategies to support women’s engagement with RTI mechanisms.

  • Report significant local developments that may affect program operations or security to the designated Bangladesh Security Focal Point.

  • Ensure timely and accurate documentation and reporting of project activities.

  • Submit weekly reports using Carter Center-provided templates, including activity updates, participation statistics, proactive disclosure progress, RTI requests, and relevant success stories.

  • Perform other duties as assigned by the supervisor.

Contact Type and Duration: This is a Local Service Contract (Consultant) with a tentative duration from August 2025 to August 2026.



Job Other Benifits:

    The position offers a monthly stipend of BDT 46,750, inclusive of 25% VAT & TAX, communication and local conveyance allowance in accordance with The Carter Center`s organizational policy.
