The Carter Center's Rule of Law Program works in partnership with governments, civil society, and international and regional bodies to improve governance and transform lives through a meaningful right of access to information and justice.
The Carter Center Bangladesh Country Office's Rule of Law Program is seeking Upazila Mobilizer to support the implementation of programming that promotes women's access to information in Bangladesh. Positions are based in Rajshahi and Satkhira Districts. The role requires fluency in Bangla, professional-level proficiency in English, and the ability to travel and work throughout Bangladesh without restriction.
Key Responsibilities:
The Upazila Mobilizer will report to the District Coordinator in their respective district and will be responsible for implementing project activities in line with the approved work plan. The position is expected to promote awareness of the Right to Information (RTI) Act and support women and youth in accessing government services. Specific responsibilities include:
Program Implementation (70%):
Plan, organize, and facilitate The Carter Center's flagship courtyard meetings with women's and youth groups.
Promote the Right to Information Act in target locations by:
Advising women on the 2009 RTI Act and related procedures;
Supporting the drafting and submission of RTI requests, including helping formulate appropriate questions for government offices;
Accompanying women to relevant government offices as needed;
Assisting individuals and groups in monitoring and following up on RTI requests and government responses.
Support the organization and implementation of community events to raise awareness of RTI and government services.
Conduct door-to-door outreach to raise awareness about the project and the RTI process.
Maintain regular communication with community members and relevant stakeholders, including through attendance at local events and meetings.
Administrative (20%):
Support the coordination of local vendors and service providers in accordance with organizational procedures.
Assist in the preparation and timely submission of bills, vouchers, attendance sheets, and other required administrative documentation.
Provide logistical support for meetings, training, and community events.
Reporting and Documentation (10%)
Maintain accurate and timely records of project activities, participant engagement, RTI-related support provided.
Document activities through photographs, attendance records, case studies, and brief narrative reports.
Submit regular activity updates and required documentation to the District Coordinator in a timely manner.
Carry out other tasks assigned by the line manager.
Number of positions: 6 (3 for each district as identified below)
Location: Satkhira District (Kalaroa, Tala, and Assasuni) and Rajshahi District (Mohanpur, Paba and Tanore)
Contact Type and Duration: This is a Temporary Local Service Contract (volunteer position) with a tentative duration from October 1, 2026, to February 28, 2027, with the possibility of renewal depending on performance evaluation and fund availability.
