Skill, knowledge and competencies:

• Experience working with government institutions, NGOs, or development partners.

• Basic understanding of WASH sector policies and institutional frameworks.

• Strong communication and facilitation skills.

• Experience in organizing training and capacity-building activities.

• Analytical mindset with problem-solving abilities.

• Good report writing and presentation skills.

• Familiarity with the local language or dialect of Chattogram would be considered an asset.

Contract type: Long Term, Full time – 37.5 hours per week

About the role

The System Strengthening Officer will support the implementation of interventions aimed at enhancing WASH systems at CWASA, communities, Chattogram City Corporation and Chattogram Development Authority. . This role involves working collaboratively with government agencies, autonomous bodies, civil society, and private sector partners to strengthen institutional capacity, improve service delivery, and promote coordination and accountability. The incumbent will assist CWASA’s institutional development efforts, focusing on customer service, operational efficiency, and innovation. The position requires a proactive team player with technical knowledge, stakeholder engagement skills, and the ability to translate system strengthening concepts into practical actions.

In this role, you will:

• Assist in assessing and analysing WASH systems, focusing on governance, financing, service delivery, and identifying challenges and opportunities for sustainability and scalability. Support stakeholder mapping at national and local levels.

• Support capacity-building initiatives for government, civil society, private sector, and autonomous bodies. Organize workshops, training, and peer learning events, and help integrate system-strengthening approaches into partner institutions` plans.

• Contribute to implementing WASH project strategies, operationalizing national policies and standards, and exploring innovative financing models for sustainable WASH services.

• Lead stakeholder relationship development and maintenance, addressing bottlenecks when needed. Participate in coordination platforms and represent WaterAid in relevant forums, ensuring regular communication with stakeholders for alignment and accountability.

• Provide technical input on WASH governance, service delivery, and accountability. Assist in preparing reports, policy briefs, and presentations, while ensuring compliance with donor requirements and contributing to project reviews.

• The responsibilities outlined above may be subject to periodic review and revision in consultation with the line manager.

Salary: Monthly gross salary BDT 64,000/- with excellent benefits (Flexible for successful candidates with strong track record and demonstrated credentials).
