Master’s degree in relevant field, preferably civil/environmental engineering, urban and regional planning, meteorology, Disaster and climate science or other relevant field.
Minimum of 5 years of professional experience in project management, preferably at I/NGO level·
Excellent knowledge of the Bangladesh’s climate and DRR context, ideally related to heat early warning systems, action plan development, disaster risk, innovative heat mitigation planning, design and delivery solutions·
Experience of delivering ambitious, viable project with stipulated timeline·
Proven track record of managing international donor funded projects·
High caliber representation and leadership in influencing, advocacy and partnership building.
Ability to manage multiple responsibilities and to set priorities.
Proven ability to make sound, timely and difficult decisions.

The Project Manager (PM) will provide high-level leadership and technical guidance for the implementation of the Heat Early Warning Systems (HEWS), Heat Action Plan and innovative Heat Mitigation Measures interventions in Khulna City Corporation. This role is strategically critical to improving heat risk awareness, strengthening urban climate resilience and preparedness, and enhancing community resilience against heat-related health risks in one of Bangladesh’s most heat-vulnerable metropolitan contexts.
KEY ACCOUNTABILITIES
Project Management and Technical Oversight (35%)
Provide overall delivery, coordination, and technical oversight of the Heat Early Warning Systems, heat action planning and on the ground innovative heat mitigation interventions in Khulna city.
Lead development and execution of detailed implementation plans, procurement plans, and risk management strategies.
Ensure timely delivery of project outputs aligned with donor requirements and intended outputs, outcomes, and impact.
Oversee implementation of Heat Action Plans in coordination with city authorities, consultants, and relevant stakeholders.
Ensure integration of gender-responsive and socially inclusive approaches in all interventions.
Track milestones and adjust strategies using adaptive management approaches.
Budget and Financial Management (15%)
Lead budget planning, forecasting, and expenditure tracking in compliance with donor and Practical Action’s guidelines.
Monitor budget utilisation rate and ensure effective utilisation of funds in line with approved budgets.
Review financial reports and coordinate closely with finance teams to ensure compliance and transparency.
Ensure value-for-money principles and cost efficiency across project interventions.
Identify and mitigate financial risks.
People Management & Team Leadership (15%)
Supervise and mentor project staff, consultants, and field teams.
Set clear performance objectives and conduct regular performance reviews.
Promote collaboration across technical, finance, MEAL, and operations teams.
Build internal capacity on heat-health programming, innovative het mitigation pilots and heat early warning systems.
Foster a culture of accountability, inclusion, and high performance.
Stakeholder Coordination & Advocacy (15%)
Maintain strong partnerships with Khulna City Corporation, National and Subnational meteorological departments, technical institutes in EWS, collaborate with technical universities in design-delivery collaboration on heat mitigation measures, health departments, women’s groups, low-income communities, CSOs, and community leaders.
Represent the project in technical forums, policy dialogues, and coordination platforms.
Support advocacy initiatives to integrate Heat Early Warning Systems into local and national planning frameworks.
Promote policy uptake of heat mitigation measures and occupational safety standards for vulnerable workers.
Strengthen visibility of the project and donor recognition in all external engagements.
Community Engagement & Technical Implementation Support (10%)
Facilitate participatory development and strengthening of community-led heat adaptation plans.
Oversee implementation of heat mitigation solutions (e.g., shaded spaces, cooling interventions, water access, urban greening, low-tech sensor-based solution designing,).
Ensure technical quality and alignment with national climate-health strategies.
Strengthen local capacity for sustained heat resilience beyond project duration.
Monitoring, Evaluation, Accountability & Knowledge Management (5%)
Oversee implementation of the project MEAL framework, ensuring data quality and timely reporting.
Document best practices, lessons learned, case studies, and impact stories.
Facilitate learning events, reflection sessions, and cross-learning within the organization.
Support production of knowledge products such as policy briefs, technical notes, and reports.
Ensure community feedback mechanisms are functional and integrated into project improvements.
Technical Proposal Development Support (5%)
Contribute to proposal development for climate resilience programming.
Support identification of funding opportunities and strategic partnerships.
Provide technical input for concept notes, budgets, and donor engagement.
Share field evidence and learning to strengthen future funding applications.
