• Minimum 7–10 years of professional experience in research, evaluation, or impact assessment within the development sector.

• Demonstrated experience conducting mixed-methods research studies.

• Experience working on WASH, climate adaptation, governance, or gender-related programs will be highly preferred.

• Experience working with NGOs/INGOs and community-based development initiatives in Bangladesh.

• Skills and Competencies

• Strong research and analytical skills.

• Experience designing and implementing mixed-methods research.

• Excellent report writing and documentation skills.

• Strong understanding of gender-sensitive and participatory research approaches.

• Ability to engage effectively with communities, local institutions, and project stakeholders.

Research Consultant – Impact Study on Evaluating the Extent to which Locally Led Adaptation (LLA) Principles are Enabling Communities to Access Equitable and Safely Managed Water Services, and to Identify Additional Support Required to Achieve These Outcomes in Satkhira District, Bangladesh

Employment Status

Short-term Contract (45 days).

Job Responsibilities

• Impact Study Design and Planning

• Review relevant project documents including concept notes, grant proposals, annual plans, CVCA reports, narrative reports, and case studies.

• Develop a comprehensive study framework to evaluate the application and outcomes of Locally Led Adaptation (LLA) principles.

• Design research methodology and sampling framework suitable for a mixed-methods impact study.

• Develop data collection tools including questionnaires, interview guides, and observation checklists.

• Data Collection and Field Research

• Conduct quantitative and qualitative data collection through household surveys, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), case studies, and field observations.

• Ensure ethical standards, informed consent, confidentiality, and gender sensitivity throughout the research process.

• Facilitate orientation and training for the research team on methodology, tools, and ethical protocols.

• Supervise and monitor field data collection to ensure accuracy, reliability, and data quality.

• Analysis and Reporting

• Analyze collected data to assess the effectiveness of LLA principles in improving equitable access to safely managed water services.

• Examine institutional integration of LLA within Uttaran and the extent of adoption at the community level.

• Identify key successes, gaps, challenges, and lessons learned from project implementation.

• Develop actionable recommendations to strengthen and scale water justice outcomes.

• Stakeholder Engagement and Learning

• Conduct regular consultation and debriefing sessions with Uttaran management during the study process.

• Present preliminary findings to project stakeholders including community representatives and partner organizations.

• Incorporate feedback into the final report and ensure alignment with project learning objectives.

• Deliverables

• The consultant will be responsible for submitting the following outputs:

• Inception report including study design, methodology, and data collection tools.

• Draft Impact Study Report presenting preliminary findings and analysis.

• Final Impact Study Report including executive summary, methodology, findings, case studies, and recommendations.

• Clean dataset in accessible formats (Excel/SPSS).

• Presentation slides summarizing key findings.

• Inception planning and document review
