Other Requirement:·  Camp Administration: Oversaw day-to-day administrative operations, security, and logistics of the refugee/relief camp.·         ·  Stakeholder Coordination: Maintained active coordination with government authorities (RRRC, local administration), law enforcement agencies, and partner UN/NGO organizations.·         Crisis & Conflict Resolution: Responded promptly to emergencies, resolved camp disputes, and ensured the overall safety and protection of residents.·         Relief Distribution: Managed transparent, equitable, and efficient distribution of relief materials according to international humanitarian standards.·         Reporting & Data Management: Prepared and submitted detailed daily/monthly progress reports, incident logs, and resource utilization summaries to senior management. 

Language

·        Reading and writing in Bangla fluently

.        Speaking fluently in English

·        Local Language Proficiency (Rohingya/Chittagonian) will be an extra qualification

1. Job Summary

The Programme Manager/ Coordinator will be responsible for leading the planning, implementation, monitoring, and reporting of emergency and social development projects in Cox’s Bazar. The role entails providing strategic direction, technical guidance, and operational oversight to ensure the successful delivery of projects in line with organizational objectives, donor requirements, and humanitarian standards. The Programme Manager/Coordinator will supervise project staff, strengthen field-level coordination with government agencies, donors, and other stakeholders, and ensure accountability, safeguarding, and gender-sensitive approaches are mainstreamed throughout all interventions.

Job Responsibilities

Planning and Leadership:

·         Develop project plans, budgets, implementation guidelines, and training modules.

·         Develop project proposals, concept notes, learning documents, and other fundraising materials in coordination with the Fundraising Team to support the organization's resource mobilization efforts.

·         Lead project teams in implementing emergency response projects in the Rohingya camps, including preparing situation reports, spearheading distributions, and coordinating logistics.

·         Facilitate staff capacity development initiatives through meetings, workshops, training, and on-the-job coaching.

·         Provide day-to-day strategic and technical guidance to project team members for effective project implementation.

·         Support Finance Officer in financial planning, key decision-making, and quality control of activities.

·         Allocate approximately 70% of working time for field visits, activity monitoring, and supportive supervision to ensure quality delivery.

·         Supervise, monitor, and evaluate staff performance, taking concrete steps to improve effectiveness.

·         Participate in organizational studies such as baseline, midline, progress measurement, and final evaluations.

·         Coordinate emergency response activities, including seasonal programmes such as Ramadan and Qurbani, as well as other social initiatives implemented by GUSS in Cox's Bazar.

Project Management:

·         Lead and manage overall project operations, ensuring an integrated and efficient approach to achieve project objectives.

·         Establish mechanisms for information sharing and cooperation among field teams, including regular participation in coordination meetings.

·         Ensure timely budget management and technical support for effective project execution.

·         Provide constructive feedback on staff performance and project delivery.

Coordination, Collaboration, and Networking:

·         Maintain strong coordination and communication with GoB officials (RRRC, CiC, DC/UNO, MoDR, MoSW, DSS), UN agencies, NGOs, relevant sectors and local representatives.

·         Represent GUSS in coordination forums, workshops, and stakeholder meetings.

·         Ensure effective communication with donor agencies and contribute to partnership development.

·         Organize and conduct regular staff meetings (weekly, monthly, and as needed).

Monitoring and Supervision:

·         Develop monitoring tools in line with project proposals and ensure compliance.

·         Work closely with the MEAL team to monitor project activities and expenditures to align with work plans and budgets.

·         Ensure proper procurement and inventory management of goods and equipment.

·         Provide adaptive management recommendations to improve project effectiveness.

Financial Management:

·         Ensure compliance with GUSS financial policies and donor standards.

·         Supervise financial transactions, mitigate risks, and ensure transparent fund management.

·         Provide leadership support to Finance Officer in financial reporting and decision-making.

Accountability and Safeguarding:

·         Represent the organization to stakeholders, providing updates on project progress, risks, and challenges.

·         Ensure safeguarding, PSEA, and gender-sensitive approaches are integrated into all stages of programme design and implementation.

·         Promote active consultation with community members and leaders, ensuring inclusivity of women, children, elderly, and persons with disabilities.

·         Establish and oversee Complaints and Response Mechanisms (CRM).

Branding, Documentation, and Reporting:

·         Prepare incident reports, case stories, and success stories for donor visibility and organizational learning.

·         Produce high-quality weekly, monthly, quarterly, and annual project reports in English.

·         Develop presentations and briefings for donor, government, and stakeholder visits.
