1. Job Summary

The Facility Manager will be responsible for overall management and supervision of the health post, ensuring smooth delivery of quality primary healthcare services to Rohingya and host communities. This role combines managerial responsibilities with clinical duties, requiring the Facility Manager to act as both a medical officer and team leader. The position includes overseeing medical staff, ensuring compliance with clinical protocols, managing medicines and equipment, maintaining coordination with stakeholders, and ensuring safeguarding, accountability, and infection prevention standards are strictly followed.

Job Responsibilities

1. Clinical and Medical Responsibilities

  • Apply medical knowledge and skills for diagnosis, treatment, and prevention of diseases.

  • Assess urgency and severity of presenting problems through history taking, physical examination, and investigations.

  • Provide lifesaving clinical services including consultations, prescribing, treatment, referral, and follow-up as per national and international health protocols.

  • Ensure patients and families are fully informed about diagnosis, treatment, and follow-up requirements in a culturally sensitive manner.

  • Recommend, undertake, and/or refer for appropriate treatment interventions and procedures.

  • Collaborate with other doctors and health professionals for case management, and update families on patient condition when necessary.

  • Participate in collection, validation, and analysis of epidemiological data; report complications, outbreaks, or medical errors to the line manager promptly.

  • Supervise clinical teams at triage, registration, vital signs, MUAC screening, consultations, and pharmacy.

2. Facility and Team Management

  • Manage the overall functioning of the health post, ensuring smooth operations of departments, equipment, and supply chains.

  • Supervise and evaluate medical and paramedical staff performance in line with GUSS HR policies.

  • Organize staff shifts, rotations, and duty rosters to ensure uninterrupted services.

  • Monitor rational use and distribution of medicines, medical supplies, and equipment, ensuring sterilization and infection prevention protocols are strictly followed.

  • Conduct and oversee regular disinfection, bio-hazard waste management, and infection control practices.

  • Ensure ongoing training and capacity development of medical/paramedical teams to improve service quality.

1. Reporting and Documentation

  • Participate in the preparation of weekly, monthly, and special health post reports.

  • Ensure timely and accurate reporting of patient data, disease trends, medical incidents, and clinic performance.

  • Document case stories, incidents, and success stories to support organizational reporting and donor visibility.

2. Coordination and Accountability

  • Maintain effective communication with Programme Manager, health sector coordination forums, and relevant camp stakeholders.

  • Ensure accountability and patient rights are respected within health service delivery.

  • Promote a safe and respectful clinical environment, ensuring no harm to patients or staff.

  • Report any safeguarding or protection concerns observed in the health post to the Programme Manager as per organizational procedures.

  • Represent the health post in health cluster or sector-level coordination meetings when delegated.

3. Emergency Preparedness and Response

·        Remain on call and directly participate in emergency cases when necessary.

·        Support rapid response to disease outbreaks, fire, flood, or other emergencies in camp settings.

 

4. Accountability and Safeguarding

·        Contribute to maintaining a safe, confidential, and accountable environment for patients and staff.

Uphold safeguarding, PSEA, and gender-sensitive approaches in all clinical services.

·        Ensure equitable, respectful, and inclusive healthcare services for women, men, children, elderly, and persons with disabilities.

    8. Job Specifications & Qualifications

    ·        Education: MBBS degree from a recognized medical institution with BMDC registration.

    ·        Post-graduate training in Public Health, Family Medicine, or Hospital Management will be an added advantage.

     

    Knowledge & Skills: Strong clinical skills in primary healthcare, emergency response, and communicable disease management. Knowledge of epidemiology, infection prevention, and outbreak control in humanitarian settings. Understanding of health programme management, HR management, and safeguarding. Excellent communication and counseling skills for diverse patient groups. Proficiency in MS Office and medical data management systems. Ability to work under pressure and in challenging camp environments.

     

    Experience: Minimum 4–5 years of relevant clinical experience, with at least 2 years in humanitarian or camp settings. Experience in supervising health facilities, medical teams, and managing health post operations. Prior experience in Rohingya response or working with displaced populations is highly desirable

     

    Other Requirement:

    ·        Camp Administration: Oversaw day-to-day administrative operations, security, and logistics’ of the refugee/relief camp.

    ·        Stakeholder Coordination: Maintained active coordination with government authorities (RRRC, local administration), law enforcement agencies, and partner UN/NGO organizations.

    ·        Crisis & Conflict Resolution: Responded promptly to emergencies, resolved camp disputes, and ensured the overall safety and protection of residents.

    ·        Relief Distribution: Managed transparent, equitable, and efficient distribution of relief materials according to international humanitarian standards.

    ·        Reporting & Data Management: Prepared and submitted detailed daily/monthly progress reports, incident logs, and resource utilization summaries to senior management.

     

    Language

    ·        Reading and writing in Bangla fluently.

    ·        Speaking fluently English

    ·        Local Language Proficiency (Rohingya/Chittagonian).

     

    Working Hours

    6 hours daily (Saturday to Thursday)

     

    Salary

    BDT. 70,000-80,000 (monthly)
