- Minimum 4–5 years of relevant professional experience in advocacy, policy engagement, stakeholder liaison, government relations within NGOs/INGOs or any other donor-funded projects (specially EU, UN).
- Demonstrated experience in policy advocacy, stakeholder engagement, networking, and multi-stakeholder coordination.
- Strong understanding of donor rules and compliance (EU, UN preferred).
- Familiarity with government institutions, policy processes, and development actors in Bangladesh will be an added advantage.
Skills and Competencies
- Strong understanding of advocacy, policy engagement, stakeholder management, and institutional liaison.
- Good knowledge of Bangladesh's labour, development, and policy landscape.
- Excellent communication, negotiation, networking, and relationship-building skills.
- Strong writing skills in both Bangla and English, including the ability to prepare policy briefs, advocacy materials, official correspondence, and reports.
- Ability to communicate complex policy and program issues in a clear and persuasive manner.
- Ability to engage effectively with government officials, trade unions, owner association, civil society organizations, development partners, and other stakeholders.
- Strong organizational and coordination skills with the ability to manage multiple priorities and deadlines.
- Proficiency in MS Office applications, including Word, Excel, and PowerPoint.
- Ability to work independently while contributing effectively as part of a multidisciplinary team.

Position Overview:
The Senior Officer, Advocacy and Liaison, will be responsible for supporting and strengthening advocacy, policy engagement, stakeholder coordination, and institutional liaison efforts under the project titled “Reduction of Child Labour in Informal Ready-Made Garment (RMG) Sector at Keraniganj Upazila”. The position will play a key role in advancing workers' rights and interests through evidence-based advocacy, policy dialogue, strategic networking, and engagement with government institutions, trade unions, civil society organizations, development partners, the private sector, and other relevant stakeholders. The Senior Officer will work closely with program teams and management to translate program evidence and field-level experiences into advocacy messages, policy recommendations, and strategic engagement opportunities. The position will also support the coordination of advocacy campaigns, policy dialogues, consultations, meetings, and multi-stakeholder platforms at national and sub-national levels.
Preferred Job Description/Responsibility
Advocacy and Policy Engagement
- Conduct policy research and analysis and prepare policy briefs, position papers, advocacy messages, and recommendations.
- Identify and monitor emerging policy issues and advocacy opportunities related to labour rights, decent work, child protection and rehabilitation.
- Advocacy with the source and destination of different areas of Bangladesh for child rehabilitation.
- Support advocacy efforts to influence policies, laws, regulations, and institutional practices in favour of workers' rights and social justice.
Stakeholder Engagement, Liaison and Networking
- Establish and maintain effective working relationships with relevant government ministries, departments, and agencies.
- Liaise with local government bodies, trade unions, owner associations, workers' organizations, civil society organizations, NGOs, development partners, and other relevant stakeholders.
- Support BLF's engagement with national and international networks, alliances, coalitions, and multi-stakeholder platforms.
- Maintain regular communication and coordination with relevant stakeholders to strengthen partnerships and advance organizational advocacy priorities.
- Identify and map key stakeholders, decision-makers, influencers, and institutions relevant to BLF's advocacy agenda.
Coordination, Documentation and Learning
- Provide technical support to program teams in integrating advocacy approaches into program implementation.
- Coordinate with program, research, MEAL, communication, and management teams to ensure coherent advocacy initiatives
- Contribute to organizational learning by documenting advocacy experiences, challenges, lessons learned, and good practices.
