Responsibilities & Context:

Responsible for:

  • Coordinate field-level implementation of the SRH Quality Improvement and Accountability System (SRH-QIAS), with particular responsibility for joint SRH monitoring, supportive supervision, partner field visits and follow-up.

  • Prepare and maintain joint monitoring schedules in coordination with the Project Manager, Technical Officer, partner organizations, facility focal persons and relevant coordination structures.

  • Arrange field-level access, appointments, movement plans, monitoring materials and other operational requirements needed for timely and efficient facility visits.

  • Participate in joint monitoring and supportive supervision visits using the approved standardized SRH-QIAS tools, ensuring consistent, complete and accurate documentation of observations and findings.

  • Coordinate field visits to implementing partner facilities and maintain regular communication with partner focal persons on monitoring plans, identified gaps, agreed actions and follow-up requirements.

  • Maintain facility-wise and partner-wise trackers of monitoring findings, agreed quality-improvement actions, responsible persons, deadlines and follow-up status.

  • Follow up with partner organizations on implementation of agreed corrective and quality-improvement actions, and promptly escalate delays, repeated gaps or system-level bottlenecks to the Technical Officer and Project Manager.

  • Support organization of partner feedback sessions, field review meetings, supportive supervision activities, mentoring visits, trainings and other SRH-QIAS events.

  • Prepare concise field visit reports, activity updates, meeting notes, action trackers and periodic summaries, highlighting progress, unresolved gaps, good practices and support required.

  • Support data quality by checking completeness of monitoring records and ensuring secure, organized and confidential storage and transfer of SRH-QIAS information.

  • Maintain coordination with relevant government, camp-level, Health Sector, SRH Working Group and other field stakeholders as assigned, without duplicating technical representation responsibilities.

  • Ensure monitoring and follow-up are conducted in a supportive, respectful and accountability-focused manner, with due attention to patient rights, confidentiality, safeguarding and protection from sexual exploitation and abuse.

  • Perform other relevant duties assigned by the line manager within the scope of the SRH-QIAS project.

Activities:

  • Develop weekly and monthly field monitoring plans and confirm visit schedules with participating partners and facilities.

  • Coordinate joint monitoring teams and ensure required checklists, reference documents and logistical arrangements are available before field deployment.

  • Conduct or accompany facility visits and document observations, immediate feedback, agreed actions and issues requiring technical review.

  • Update the SRH-QIAS partner/facility action tracker after each visit and follow up on pending actions according to agreed deadlines.

  • Coordinate repeat visits or verification checks to confirm whether agreed improvements have been implemented.

  • Organize field coordination meetings and partner follow-up sessions and maintain clear minutes and action points.

  • Compile routine field progress summaries for the Technical Officer and Project Manager and flag priority concerns requiring technical or management action.

  • Support training, coaching, mentoring and orientation activities by coordinating participants, venues, materials and field follow-up.

  • Maintain an organized record of monitoring schedules, completed visits, partner correspondence, action plans and supporting evidence.

  • Share field lessons, recurring operational barriers and examples of good practice to support continuous improvement of the SRH-QIAS process.

Skill and Competencies:

Educational Requirements:

  • MBBS with valid BMDC registration.

  • Postgraduate qualification in Public Health, SRHR, Health Management, Quality Improvement or a related field will be an advantage.

Experience Requirements:

  • Minimum 3 years of relevant experience in health programme coordination, field monitoring, supportive supervision, project implementation or partner coordination with an NGO/INGO, UN agency or development/humanitarian organization.

  • Experience in SRH, maternal and newborn health, health-facility monitoring or humanitarian health programming is strongly preferred.

  • Experience working in Cox’s Bazar/Rohingya response or another complex multi-partner humanitarian setting will be an advantage.

Additional Requirements:

  • Strong coordination, follow-up, documentation and problem-solving skills.

  • Ability to work with multiple partner organizations and maintain professional relationships at facility and field coordination level.

  • Good working knowledge of Microsoft Word, Excel, PowerPoint and electronic monitoring/record-keeping tools.

  • Good written and verbal communication skills in Bangla and English; relevant local language skills are an advantage.

  • Willingness and physical ability to travel frequently to field locations and work in a humanitarian response environment.
