Responsibilities & Context:

Friends in Village Development Bangladesh (FIVDB) is going to implement a multi-sectoral project, “Ensuring continued access to immediate lifesaving integrated primary health, WASH and protection services for the Rohingya refugees in Camps 26 and 27, Nhila Union, Teknaf”, delivered as a partner of a consortium led by Tdh Bangladesh. The project will address critical GBV, health, and hygiene-related issues through various prevention and response interventions – community mobilization focusing on protection, Health/Nutrition through an outreach team, GBV Emergency Case Management, structured MHPSS, Youth-led community protection initiatives, and structured Girl Shine and EMB sessions.

 

The Community Outreach Officer will lead and supervise field-level community outreach activities to ensure timely, inclusive, accountable and quality implementation of programme interventions in the project locations. The position will supervise approximately 50 Community Volunteers and provide technical guidance on Health & Nutrition, Hygiene Promotion, GBV prevention and awareness, SBC, Community Engagement, AAP, CFRM, referrals and other integrated outreach activities. S/he will ensure compliance with FIVDB policies, programme standards, safeguarding requirements and humanitarian principles, with particular attention to women, children, persons with disabilities and other vulnerable groups.

Key Responsibilities:

Team Leadership & Supervision

  • Supervise, coach and mentor approximately 50 Community Outreach Volunteers.

  • Develop and monitor weekly/monthly workplans and field targets.

  • Identify capacity gaps and provide coaching, orientation and refresher support.

  • Ensure volunteers understand their roles, targets, reporting requirements and safeguarding responsibilities.

  • Address implementation and performance gaps and escalate critical issues to the Project Team Leader.

Programme Implementation & Quality

  • Ensure timely and quality implementation of household visits, IPC, community sessions, awareness activities and referrals.

  • Ensure accurate and culturally appropriate delivery of approved programme messages.

  • Support community meetings, group discussions and SBC/community engagement activities.

  • Promote gender-responsive, child-friendly, disability-inclusive and accessible programming.

  • Ensure activities comply with approved SOPs, humanitarian standards and organizational policies.

AAP, CFRM & Referrals

  • Promote awareness and appropriate use of feedback, complaint, information and referral mechanisms.

  • Support safe and accessible community engagement with CFRM services.

  • Monitor feedback, complaints, information requests and referrals received through outreach activities.

  • Ensure sensitive and high-risk cases are promptly referred through established procedures.

  • Support timely follow-up and ensure community feedback.

  • Maintain confidentiality and promote Do No Harm principles.

Share emerging community feedback and trends with relevant programme teams for programme improvement.

Monitoring, Data & Reporting

  • Review and verify volunteer activity reports and field-level data.

  • Monitor progress against approved indicators, targets and workplans.

  • Maintain accurate records of activities, attendance, referrals, feedback and volunteer performance.

  • Support digital data collection through Kobo/ODK or other approved systems.

  • Coordinate with MEAL for data quality, verification, monitoring and learning.

  • Document good practices, lessons learned, challenges and success stories.

Coordination & Stakeholder Engagement

  • Coordinate with CiC offices, government authorities, UN agencies, NGOs/INGOs, sector partners and other relevant stakeholders.

  • Support coordination with Health, Nutrition, WASH, Protection/GBV and other sectors.

  • Maintain constructive relationships with community leaders, groups and community structures.

  • Represent FIVDB professionally in assigned coordination and programme activities.

Safeguarding, PSEA & Protection

  • Ensure compliance with FIVDB safeguarding, PSEA, Child Safeguarding and Code of Conduct requirements.

  • Ensure volunteers understand and comply with protection and safeguarding responsibilities.

  • Promptly report safeguarding, protection, exploitation, abuse or misconduct concerns through established channels.

  • Promote dignity, respect, confidentiality, non-discrimination and Do No Harm in all activities.

Emergency Response

  • Support rapid mobilization of volunteers during emergencies.

  • Support risk communication, community preparedness, referrals and continuity of essential services.

  • Monitor emerging field risks and promptly report operational concerns.

  • Support rapid community-level information collection and emergency response activities.

Resource & Administrative Support

  • Ensure accountable use and proper management of programme materials and equipment.

  • Coordinate operational requirements with Finance, Administration, Logistics, HR and programme teams.

  • Ensure timely distribution and appropriate use of IEC/BCC and other outreach materials.

  • Report resource gaps and logistical constraints promptly.
