Responsibilities & Context:
Job Purpose
The Technical Monitoring & Mobilization Officer will provide technical monitoring, FSTP O&M support, data management, community mobilization, stakeholder coordination, and sustainability support for project interventions. The position will also provide technical facilitation support for Municipal Integrated Waste Management and private-sector engagement, particularly for the Sakhipur and Saidpur FSTPs, in coordination with the Project Coordinator, project team, and donor.
Key Responsibilities
Technical Monitoring & FSTP Support
Monitor FSTP construction, renovation, O&M, quality, safety, and compliance with approved designs, SOPs, and project requirements.
Provide technical mentoring to FSTP operators and support operational sustainability.
Support composting and BSF demonstration activities and technical orientation of operators.
Support updating of SOPs, including AMR-sensitive provisions.
Conduct technical monitoring visits and support sustainability verification and exit-readiness.
Monitoring, Data & Reporting
Maintain and update mWater/MIS data and ensure data quality and integrity.
Track WASH/FSM/FSTP indicators and prepare technical progress updates and reports.
Maintain monitoring records, evidence, and project closeout documentation.
Municipality, Community & Stakeholder Engagement
Coordinate with municipalities, DPHE, LGED, DAE, and other relevant stakeholders.
Facilitate hygiene reinforcement activities and youth–municipality review meetings.
Support public accountability activities and FSTP-focused stakeholder visits.
Provide technical guidance to youth volunteers and relevant stakeholders.
Integrated Waste Management & Private-Sector Engagement
Assist in facilitating Municipal Integrated Waste Management initiatives.
Provide technical inputs and facilitation support to the Project Coordinator, project team, and donor for private-sector engagement.
Support identification, coordination, consultation, and engagement of relevant private-sector actors.
Facilitate technical discussions and partnership opportunities related to FSTP services, resource recovery, O&M, and sustainable business models, particularly for Sakhipur and Saidpur FSTPs.
Capacity Building
Organize and facilitate technical orientation/training for FSTP operators, municipal personnel, youth volunteers, and relevant stakeholders.
Provide on-site coaching on FSTP O&M, FSM, monitoring, data management, and safety.
Other Responsibilities
Perform any other relevant duties assigned by the Project Coordinator/Focal Person of the Project.
