Provide technical leadership and day-to-day technical support for implementation of the SRH Quality Improvement and Accountability System (SRH-QIAS) across participating partner organizations and health facilities.
Review and interpret joint monitoring and supportive supervision findings to identify priority quality gaps, recurring bottlenecks, root causes and areas requiring targeted technical assistance.
Lead or support structured one-to-one feedback sessions with partner organizations, presenting facility-level findings clearly and constructively and facilitating joint analysis of underlying causes.
Support partner clinical and programme teams to develop specific, time-bound and measurable quality-improvement action plans, with clear responsibilities and follow-up milestones.
Provide targeted technical assistance to partners through supportive supervision, clinical/programmatic mentoring, coaching, orientation, training facilitation, tool adaptation and practical problem-solving related to identified gaps.
Promote implementation of applicable national and international SRH standards, protocols and guidance across the continuum of care, including ANC, intrapartum and postpartum care, family planning, MR/PAC, adolescent-responsive services, STI/PMTCT, GBV-related clinical response, referral and other relevant SRH domains within the project scope.
Coordinate technically with partner organizations, facility leads, SRH Working Group members, relevant technical sub-groups and the Health Sector to harmonize quality-improvement approaches and avoid duplication.
Represent Friendship and/or the SRH-QIAS project at relevant technical, coordination and review meetings as assigned; present evidence, progress, challenges and recommendations in line with organizational positions.
Contribute to development, review and refinement of standardized monitoring tools, supportive supervision checklists, technical guidance, training materials, reporting formats and other SRH-QIAS resources.
Work with programme and MEAL colleagues to review data quality, analyze monitoring trends and prepare partner-specific and consolidated technical summaries that support decision-making and priority setting.
Track implementation of partner quality-improvement actions and verify improvement during subsequent monitoring cycles, maintaining a longitudinal record of progress and persistent gaps.
Identify capacity-building needs arising from monitoring findings and coordinate appropriate mentoring, coaching, training or referral for additional technical assistance.
Document good practices, lessons learned, unresolved technical issues and system-level recommendations and contribute technical inputs to project reports, presentations, proposals and donor/management updates as required.
Ensure all technical engagement promotes respectful, rights-based and person-centred SRH care, confidentiality, safeguarding, PSEA and accountability to affected populations.
Perform other relevant duties assigned by the line manager within the scope of the SRH-QIAS project.
Activities:
Review monitoring datasets and field visit findings and prepare concise technical briefs on priority quality gaps by facility, partner and SRH domain.
Participate in joint monitoring/supportive supervision visits and provide on-site technical guidance to monitoring teams and facility staff.
Conduct partner-specific feedback sessions and facilitate root-cause analysis and development of written quality-improvement action plans.
Provide follow-up mentoring and technical support to partner organizations on agreed actions and document progress and remaining barriers.
Prepare or adapt job aids, checklists, reference materials, presentations and training content based on gaps identified through SRH-QIAS monitoring.
Facilitate technical orientations, coaching sessions, case-based learning and other capacity-building activities for partner and facility teams.
Coordinate with the Field Coordinator to prioritize follow-up visits and with programme/MEAL colleagues to validate evidence of improvement.
Prepare technical updates, trend summaries and presentation materials for project management and relevant SRH/Health Sector coordination forums.
Maintain a technical issue log and action tracker and escalate system-level barriers that require higher-level coordination, policy clarification, procurement or resource decisions.
Support periodic review of the SRH-QIAS process and recommend practical improvements to monitoring, partner feedback, technical assistance and verification mechanisms.
Skills and Competencies:
Educational Requirements:
MBBS with valid BMDC registration and Master of Public Health from any recognized University
Relevant professional training in public health, programme management, monitoring or quality improvement will be an advantage.
Experience Requirements:
Minimum 3 years of relevant experience in SRH/MNCH, public health, clinical quality improvement, supportive supervision, capacity building or health programme implementation with an NGO/INGO, UN agency, government or development/humanitarian organization.
At least 2 years of practical experience in SRH service quality, facility-level technical support, mentoring/supervision or partner capacity strengthening is preferred.
Experience working in a multi-partner humanitarian response, particularly Cox’s Bazar/Rohingya response, will be a strong advantage.
Additional Requirements:
Sound knowledge of SRH service delivery standards, quality-improvement principles, supportive supervision and rights-based/person-centred care.
Ability to interpret monitoring data, identify root causes, develop corrective actions and communicate technical recommendations clearly to clinical and programme teams.
Strong facilitation, mentoring, presentation, coordination and stakeholder-management skills.
Good report writing and data interpretation skills, with proficiency in Microsoft Word, Excel and PowerPoint.
Strong written and verbal communication in English and Bangla; relevant local language skills are an advantage.
Willingness to undertake frequent field travel and work in a complex humanitarian response environment.
