  • Support the Health Sector Coordinator in planning and delivering timely, equitable, and evidence-informed sector-wide health coordination activities.

  • Facilitate coordination among Health Sector partners, ensuring effective follow-up on agreed actions, priorities, response gaps, and operational challenges.

  • Prepare meeting agendas, minutes, action trackers, briefs, situation updates, and sector reports to support effective coordination and decision-making.

  • Collect, analyze, and synthesize partner information and health data to inform sector analysis, response planning, preparedness, and reporting.

  • Support contingency planning and preparedness activities by identifying emerging risks, service gaps, and priority actions in consultation with Health Sector partners.

  • Ensure impartiality, confidentiality, and professional conduct by protecting sensitive information, disclosing conflicts of interest, and recusing from related matters when required.

  • Represent the Health Sector or chair meetings only when explicitly delegated by the Health Sector Coordinator, while maintaining clear boundaries and avoiding unauthorized commitments on behalf of WHO, partners, or the sector.

Job Purpose:

The Health Sector Co-coordinator will support the WHO-led Health Sector coordination team in delivering a timely, equitable, and evidence-informed health response for Rohingya refugees and affected host communities in Cox’s Bazar. The role will facilitate effective coordination among health partners, contribute NGO perspectives to collective planning and decision-making, and support a coherent sector-wide response. Working under the day-to-day guidance of the Health Sector Coordinator, this is a dedicated coordination role focused on advancing the priorities of the Health Sector as a whole, rather than representing any individual organization.

Key Responsibilities:

Coordination and partner participation

  • Co-facilitate Health Sector meetings, prepare agendas and action points, track decisions, and follow up with responsible partners. Ensure meaningful participation by local NGOs, international NGOs, UN agencies and relevant government counterparts.

  • Maintain regular dialogue with partners to identify operational barriers, service gaps and emerging needs. Bring partner concerns to the Health Sector Coordinator and communicate agreed decisions back to partners in a timely and transparent manner.

  • Support the Strategic Advisory Group and technical working groups within their agreed mandates, strengthen connections between community services, health facilities and referral pathways without taking over the technical leads’ responsibilities.

  • Contribute to coordination with the Refugee Coordination Platform and other sectors, particularly Nutrition, WASH, and Protection, through the Health Sector Coordinator and agreed representation arrangements.

Assessment, planning, and monitoring

  • Work with partners and information management colleagues to consolidate health needs assessments, service availability, population coverage, referral constraints and geographic gaps.

  • Support preparation and review of the Health Sector strategy, Joint Response Plan inputs, operational priorities and contingency plans, using agreed evidence and the Essential Package of Health Services as relevant.

  • Follow sector indicators, partner reporting and implementation against agreed priorities.

  • Contribute to sector bulletins, situation updates, and briefings.

Preparedness, quality, and advocacy

  • Coordinate partner contributions to preparedness and response for outbreaks, seasonal hazards and other public health emergencies, in line with government guidance and the Health Sector’s agreed response arrangements.

  • Help document priority service, staffing, supply, and funding gaps and prepare collective advocacy messages for review by the Health Sector Coordinator.

  • Present the sector’s agreed position impartially when delegated.

  • Promote accountability to affected people, safeguarding, protection from sexual exploitation and abuse, inclusion of persons with disabilities, and safe access for people of different ages and genders across sector planning and monitoring.

Safeguarding Responsibilitites

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation.

  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
