ABOUT THE ROLE
We are seeking a qualified Sexual Exploitation, Abuse and Harassment (SEAH) Expert to lead safeguarding compliance, SEAH risk mitigation, and related reporting under a World Bank-funded Government project.
The SEAH Expert will be responsible for ensuring that the contractor's Code of Conduct provisions on Sexual Exploitation, Abuse, and Harassment (SEA/SH) are properly implemented across all project sites, and that robust mechanisms are in place to prevent, detect, report, and respond to any SEA/SH incidents involving project personnel or community members, in compliance with World Bank ESF and ADB SEAH requirements.
KEY RESPONSIBILITIES
• Implement and monitor the SEAH provisions of the Code of Conduct for Contractor's Personnel, ensuring all staff sign and adhere to it.
• Develop SEAH risk assessment frameworks and integrate SEAH risk mitigation measures into the ES-MSIP and project planning.
• Design, conduct, and document SEAH awareness training for all contractor personnel, subcontractors, and site supervisors.
• Establish and manage a confidential, survivor-centred reporting and complaints mechanism for SEA/SH incidents.
• Receive, investigate, and respond to SEAH complaints promptly in a manner that upholds confidentiality and the rights of survivors.
• Prepare SEAH compliance and monitoring reports in accordance with World Bank ESF, ADB SEAH guidelines, and project requirements.
• Provide warm referrals to external support services (medical, legal, psychosocial) for individuals who report SEA/SH incidents.
• Monitor project worksites for behavioral risks and take proactive steps to foster a respectful and safe working environment.
• Ensure the Grievance Redress System captures and handles SEAH-related grievances appropriately and confidentially.
• Liaise with the Social Expert, Labour Management Expert, and employer's designated personnel on SEAH-related issues and reporting obligations.
CANDIDATE REQUIREMENTS
• Bachelor's degree in a relevant subject (Social Work, Gender Studies, Law, Psychology, or related discipline)
• Minimum 03 years of total professional experience
• At least 02 years of experience in SEAH safeguarding, reporting, or policy compliance following World Bank and ADB guidelines.
KEY SKILLS
• Deep knowledge of World Bank ESS2, ESS4, ESS10 and ADB SEAH Good Practice Guidelines
• Ability to design and deliver SEAH training programs for diverse project workforce audiences
• Strong case management, confidentiality, and survivor-centred interviewing skills
• Ability to design and manage safe, accessible, and confidential grievance mechanisms for SEAH complaints
• Excellent interpersonal and communication skills, including sensitivity and empathy when handling disclosures
• Familiarity with referral pathways for legal, medical, and psychosocial support services in Bangladesh
• Strong report writing and documentation skills for SEAH compliance and monitoring submissions
